Tenderers must enclose a tax certificate, not older than 6 months.

Tenderers shall enclose a company registration certificate.

Økonomisk og finansiell stilling:

Tenderers must present the accounts for the last 3 years with the auditor´s reports, as well as a credit rating based on the last known accounting figures. The rating must be carried out by a credit rating company with a licence to conduct this service.

Agreements on co-operation and joint delivery of tenders and possible financial guarantees in the co-operation agreement, must be substantiated in the tender. It must be clear who the main tenderer is. In circumstances where two companies submit a tender in together and one party provides financial guarantees on behalf of other, one of these must be the main tenderer, and the other must be the joint/sub-tenderer. In these circumstances, documentation must be presented in accordance with all of part 3 for both/all of the tenderers and cooperation partners.

Teknisk og faglig kapasitet:

Tenderers must document an established quality assurance system.

Tenderers must, in addition, document that an environmental management system has been established, which, as a minimum, contains routines for addressing the following elements:

1) system for the companys environmental targets and environment policy,

2) competence strategy for the environment,

3) procedures for the provision of the service in an environmentally appropriate manner.

If the routines are described in the company's quality or environmental management system in accordance with Miljøfyrtårn, ISO 9001/14001, EMAS or equivalent third party verified system, it is sufficient to attach a valid certificate.

Tenderers must briefly describe their organisation as regards the number of employees and technical qualifications that are relevant for the assignment.

Tenderers must describe the tenderer's 3 most relevant assignments in the last 3 years. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address.). The tenderer is responsible for documenting the assignment’ relevance through their description. Tenderers can document experience by referring to competence in the personnel they have at their disposal and who they can use for this assignment.

Tenderers must provide information on any use of sub-suppliers and how much of the Contract could be awarded to sub-suppliers. Tenderers will be responsible for their sub-suppliers as if they were the tenderer's own personnel.

Vest-Agder County has decided on the following guidelines for ethical trade:

1) Through the selection of trade partners and by using their influence as a customer over the suppliers and manufacturers, Vest-Agder County will, within the limits stipulated by Norwegian and international laws and agreements, underpin an internationally approved ethical standard that aids in goods being produced in an ethically sound manner;

2) For the procurement of wood in furniture, office fixtures and building materials that come from tropical timber, there must be requirements for documentation that the products are manufactured on the basis of the principles for sustainable development;

3) For the procurement of goods there must be requirements that the supplier, when submitting a tender, includes confirmation that the tender does not include products that are manufactured (applies to the entire value chain) contrary to the ILO's core conventions such as:

— the right to organisation and to enter into collective agreements,

— ban on slave and enforced labour,

— ban on child labour,

— ban on discrimination.

Tenderers must declare that these requirements are fulfilled for the goods and services that are provided under the Contract.

The selection amongst the qualified tenderers as regards who we will negotiate with, will be made in accordance with the following criterium:

— the tenderers who, after a comprehensive assessment, are best equipped to accomplish the assignment as regards competence and experience.

Selection in accordance with this criterium is only relevant if the number of qualified tenderers exceed the number of minimum 3, maximum 5 tenderers who we will negotiate with.

If there are 2 qualified tenderers, negotiations will be held with them. If there is only 1 tenderer, an assessment will be made against the public procurement regulations § 25-4.
