The Ministry of Education and Research would like an evaluation of the goals in the EU strategy and to what degree they have been achieved, a socio-economic analysis of the effects of Norwegian participation in the EU's Framework Programmes for research and innovation from 2010 until today, and a socio-economic analysis of the possibilities and potential for future participation in Horizon Europe. The aim of the evaluation is to obtain a knowledge basis for a decision in the government and the Norwegian Parliament on Norwegian participation in the EU's next Framework Agreement for research and innovation.

The Ministry of Education has decided to announce an evaluation of Norwegian participation in the EU's Framework Programmes for research and innovation, including the seventh Framework Programme (FP7) from 2010 and the current Horizon 2020.
The evaluation is split into 3 parts:
1) Assess how Norwegian participation contributes to achieving the four goals in the government's EU's strategy for research and innovation cooperation [1]:
— participation shall increase the quality of Norwegian research and innovation and help Norwegian research and innovation succeed internationally,
— participation shall contribute to an increased innovation capacity, value creation and sustainable economic development,
— participation shall contribute to improved social welfare and more sustainable social development through research and innovation that enable us to deal with major societal challenges,
— participation shall help to develop our own research and innovation sector, both through further development of policies and instruments and through new patterns of cooperation across national borders, sectors and fields.
2) A socio-analysis of the effects of Norwegian participation in FP7 from 2010 and Horizon 2020 (for as far as the data basis is available).
3) A socio-analysis of the future potential of Norwegian participation in Horizon Europa, the Eu's next framework programme.
Tenders must specify planned analyses, interim reports and final reports.
Assessments of measures to stimulate increased Norwegian participation in the framework programme, alternatively forms of association with Horizon Europa and the Norwegian return share are not part of the evaluation assignment.
