An evaluation is to be carried out of the schemes with per-person grants for the municipalities'work on the settlement and integration of newly arrived immigrants, including the Calculation Committee's assignments. The aim is to assess the grant schemes'degree of goal achievement jointly and individually and the assess whether these are efficient in their use of resources and organisation. The evaluation shall, together with other evaluations, form the basis for knowledge based further development of integration policies and for an assessment of the future organisation and financing of the municipalities'settlement and integration work, including the Calculation Committee's assignments.

The evaluation is to assess the grant schemes'degree of goal achievement and whether the grant schemes are effective in their use of resources and organisation. An assessment is to be made both separately for each individual scheme and for jointly for the schemes. See point 2.3) for a description of the grant schemes. Most of the evaluation will be an assessment of alternatives for future organisation.

The evaluation is to include:

— a cost-benefit analysis of a grant as a policy instrument in integration policies,

— an assessment of the organisation of the grant schemes,

— an assessment of government and municipal administration of the grant schemes and what the structure and frameworks of the current administration mean for goal achievement,

— an assessment of alternative administration and organisation of the grant schemes, which could give better goal achievement and which could enable better and more efficient settlement and integration work in the municipalities in the future. The assessment is to give a clear recommendation for future organisation and administration, which is realistic and feasible within the current per-person grant framework. The following elements are to be included in the assessment:

— incorporation of the resources (or parts of the resources) in the municipalities'framework financing and a merger of the schemes are alternatives that must be assessed. An assessment must also be made as to whether other grants with overlapping target groups or goals in the integration area can also be relevant for a merger (cf. the Andreassen committee [3] and the reference in point 2.2 below),

— an assessment of an alternative with increased direct government management,

— an assessment of the use of incentives and result-based grants and whether the resources ought to follow the initiatives or the person,

— as a part of a general assessment of the grant schemes, the evaluation must also include an assessment of the Calculation Committee's assignment, including:

—— an assessment of the committee's mandate,

—— an assessment of the Calculation Committee's routines for intercepting municipal costs,

—— an assessment of the actors'benefit from the scheme with the Calculation Committee's mapping when seen against the costs of the work,

—— the most important improvements and efficiency measures that the committee has carried out in the last 5 years shall come to light,

—— proposals for alternative methods for mapping expenses and models for party collaboration and a recommendation for any changes to the Calculation Committee's assignment.
