The Ministry of Education and Research wants to map selected questions in the areas of recruiting for professional positions in the university and college sector and mobility in professional positions in the sector and across sectors. The objective of the procurement is more knowledge for further policy development in the areas.

The employees are the most important resource to achieve goals both for the individual institutions and for the sector. Over time, the requirements of employees have become clearer and multiplied. This concerns, for example, publishing and collaboration with the world at large, including contract with the practical field and contribute to innovation and value creation. At the same time, there is continuing high temporary status in professional positions. More of those undertaking doctoral degrees want a career outside of academia than previously. This has caused more people to ask if an academic career is as attractive now as previously. In some disciplines, foreigners are dominant amongst the employees particularly at the fellow level. There are also large differences in the number of men and women in various disciplines. To contribute to highlighting conditions related to recruiting and mobility, the Ministry wants to investigate the following questions:

— How are applications to professional employment vacancies in the university and college sector?

— Are there disciplines, positions or institutions that stand out in that there are few qualified applicants? Are there other areas with strong competition, i.e. many qualified applicants?

— How is the distribution between Norwegian and foreign applicants for the available positions in different institutions and disciplines?

— How many are employed after publication and how many are promoted to professor and senior lecturer positions at different institutions/disciplines?

— How big is the search from respectively other universities and colleges, from the institute sector and from industry for available professional positions in the university and college sector? Is there a large difference between institutions and disciplines?

— To what degree do applicants from other sectors reach the competition for the available positions?

— Where do professional personnel that leave the university and college sector work?

— To what degree do these continue collaboration projects and contact with the university and college sector?

— Are the responses to the above questions different for men and women?

The tender offer must contain proposals for which professional positions and which institutions shall be included in the inquiry. The Ministry wants to map the current situation. This involves that the time horizon for the inquiry of recruiting and mobility can be limited to the last 3 years, but the tender offer must specify this in more detail. The tender offer shall specify planned analyses, under way reporting and final reports.
