The Contracting Authority s responsible for the planning, development, management and operation of municipal urban spaces in Oslo. The urban spaces include communal areas such as roads and streets, squares, meeting places, parks, recreational areas, municipal sports and recreation facilities and municipal landscape areas in Marka and inner Oslofjord. Hereunder the Contracting Authority manages approx. 100 artificial grass pitches of varying sizes. Each year the Contracting Authority carries out new construction and rehabilitation of artificial grass pitches that are primarily used by different sports clubs in the municipality. In order to cover the need for delivery and installation of different artificial grass systems, the Contracting Authority shall enter into parallel framework agreements with 2 to 3 tenderers.

Each year the Contracting Authority carries out new construction and rehabilitation of artificial grass pitches that are primarily used by different sports clubs in the municipality. In order to cover the need for delivery and installation of different artificial grass systems, the Contracting Authority shall enter into parallel framework agreements with 2 to 3 tenderers.

The number of pitches that are built and rehabilitated each year varies, but is normally around 2 to 3 new pitches and 5 to 10 rehabilitations.
This framework agreement shall cover delivery and installation of different artificial grass systems (with or without fill), and delivery of organic fill. The tenderer shall offer five different artificial grass systems that fulfil the requirements stated in the attached requirement specification.

The Contracting Authority has other framework agreements that cover engineering design of artificial grass pitches, ground works and light installations as well as removal and disposal of old artificial grass.

The Contracting Authority has the option to extend the contract for up to 1 + 1 year on the same terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers shall be a legally established company.
Documentation Requirements: Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating shall be carried out by a publicly approved credit rating institution.
The Contracting Authority reserves the right to obtain a separate credit evaluation if necessary.
Minste nivå(er) av standarder: The tenderer must have the financial capacity to implement the contract.

Documentation requirement
1: An overview of the 5 most relevant deliveries and installation of artificial grass systems that the tenderer has carried out during the last 3 years, together with information about the contract value, delivery date and execution date and name of the recipient. See the tender documents point 3.4.

2: A description of the system for managing the supplier chain that the tenderer will use to carry out the contract. This comprises quality assurance measures that enable systematic follow up of the work with safeguarding basic human rights and ILO’s core conventions down the supplier chain/production process.

Requirement
1: The tenderer shall have experience from delivering and installing artificial grass systems. See the tender documents point 3.4.
2: The tenderer is required to have implemented quality assurance measures that ensure that the tenderer is suited to fulfil the contractual obligations for social requirements (see the contract). This means that the tenderer has methods for managing the supplier chain and tracking systems that enable follow-up of compliance with.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The Contracting Authority sets the following requirements for installation leaders during installation of artificial grass systems.
— Installation leaders shall have experience from installation of artificial grass systems.
— Installation leaders shall be available at the installation site during the entire installation.
— Installation leaders shall be able to speak Norwegian or English.
The tenderer shall during the contract period, have representation in Norway that has administrative capacity to follow up awarded artificial grass projects both in the installation period and in the warranty period.
Tenderers shall have installation capacity to install three artificial grass systems at the same time.

The call-offs will be conducted in 2 different manner, through direct call-offs and mini-contests. — Direct call-off: Direct call-off will be used when the goods are listed in the framework agreement's requirement specification. The contracting authority will try to divide the assignments as equal as possible between the suppliers. A supplier who cannot execute offered assignments will be registered with 1 assignment. — Mini-contest: A mini-contest will be used when the contracting authority requires artificial grass system that is not included in the framework agreement. E.g. as a result of technology development or changes in the environmental requirement. This may for instance be an artificial grass system with a new type of filling. The contract award criteria for the mini-contests may vary. The criteria will normally be price and quality. However, other criteria may also be appropriate. The criteria will be given in the request for tenders for each project.
