Bymiljøetaten is the municipality’s professional body in relation to roads, road traffic and public transport on roads. The Contracting Authority is responsible for the municipal roads network, including the standardised county roads network. As the road administrator, the Contracting Authority is responsible for follow-up the requirements for measures against noise and air pollution from roads. Cf. the Pollution Control Act. The Contracting Authority is also responsible for long-term public transport planning, traffic and street plans, traffic safety measures and plans for practicable public transport traffic measures. An important part of this administrative responsibility is related to the procurement of services for the operation and maintenance of the road network in order to ensure good conditions for all road users.

Kort beskrivelse:
The contract work includes asphalt resurfacing works for streets, pavements, foot and cycle paths and selected car parks, as well as all necessary preliminary works thereof. A proposal of where the works are planned executed in 2019 is available. The proposed roads are listed in the annex. The objective of the contract is to renovate the asphalt surface on roads, streets, pavements, foot and cycle paths that are administered by the Contracting Authority to ensure the infrastructure and former investments as well as improve the roads standard. The work includes the necessary preparatory work such as resetting of curbs and other necessary and appropriate actions in relation to resurfacing.

The Contracting Authority shall prioritise main roads/feed roads within the ordinary budget volume. In addition there can be additional work based on the submitted prices for the main tender and otherwise on the same terms.
The ordinary budget was approx. 80 000 000 NOK on the day the competition notice was published. In case of any additional funding, the Contracting Authority reserves the right to increase the contract scope. The Contracting Authority therefore reserves the right to enter into different contracts if it turns out that the tenderer lacks the capacity to handle the possible increase. There is as yet no knowledge of the scope of any additional funding for the 2019 asphalt budget.

Requirement: Tenderers shall be a legally established company.
Documentation requirements: Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.
The Contracting Authority reserves the right to obtain a credit rating if needed.
Minste nivå(er) av standarder: Sufficient financial capacity to fulfil the contract/assignment.
Teknisk og faglig kapasitet:
Documentation requirement 1: A description of the technical personnel, particularly those who are responsible for the quality control, that the tenderer has at its disposal for fulfilment of the contract, with information on education and professional qualifications (CV).

Documentation requirement 2: An overview of relevant building and construction works that the tenderer has carried out in the last 5 years, together with attestations of satisfactory execution of the most important works.
Documentation requirement 3: A statement regarding the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. Reference is made here to EMAS, the joint scheme for environmental management and environmental audits.

Vilkår for kontraktoppfyllelse:
The contractual relationship must be goverened by the attached standard contract terms for Oslo Municipality's Procurement of Trade Services, with the accompanying contract formula.
The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008.
