The competition is for a framework agreement for the provision of sanitation services for Rakkestad municipality.
The aim of the contract is to ensure services for the contracting authority within the following areas:
1. Collection of source sorted consumable waste from containers on wheels at households, minor municipal buildings and minor companies in the municipality.
2. Collection of source sorted consumable waste from containers on wheels from individual cabins that can apply for participation, as well as containers in cabin areas.
3. Loading, transport and recycling of waste from the collections described in the above points.
4. Collection and transport from recycling stations for glass and metal packaging.
5. Transport of containers to all subscribers in the municipality before the start of the contract.

The scope and purpose of the contract

The aim of the contract is to ensure services for the contracting authority within the following areas: 1. Collection of source sorted consumable waste from containers on wheels from individual cabins that can apply for participation, as well as containers in cabin areas. 3. Loading, transport and recycling of waste from the collections described in the above points. 4. Collection and transport from recycling stations for glass and metal packaging. 5. Transport of containers to all subscribers in the municipality before the start of the contract.

Rakkestad municipality currently has sanitation in sacks, but it shall go over to container sanitation with household sorting of the following 3 fractions: — Residual waste from containers on wheels; — Cardboard, paper and drinking cartons from containers on wheels; — Plastic packaging in see-through plastic sacks and individual containers on wheels.

Furthermore, there will be an option for sorting the following fractions: — Option for food waste from containers on wheels.

It is difficult to estimate the volume of the procurement as the municipality is changing is collection system. See part 2 of the requirement specifications for further information.

Beskrivelse av fornyelser: 2 extensions of 12 months.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(ESPD: Part II A.e) Certificates for Tax and VAT.

The tenderer shall have settled conditions in relation to payment of taxes and VAT.

Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no, former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to Rakkestad municipality, and it is still valid at the deadline for the receipt of tenders, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, nevertheless, enclose the certificate voluntarily if you want. A tax certificate shall also be enclosed in accordance with point 1.1.5.

(ESPD: Part IV B.58-3) Other economic and financial requirements: Economic and financial position.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.

Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). Tenderers are asked to submit other information they believe is relevant. The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.

(ESPD: Part IV B.58-4) Requirements related to the tenderer's technical/professional qualifications.

The tenderer shall have good experience from equivalent assignments/deliveries.

Documentation requirement: Documented by stating references for equivalent assignments as regards the size and extent in the last 3 years. The references shall be given with the company name, organisation number, contract length and the name and telephone number of the contact person. The Contracting Authority reserves the right to contact the references.

(ESPD: Part IV B.62-2) Requirements connected to the tenderer's technical/professional qualifications.

Tenderers shall have a satisfactory quality assurance system.

Documentation requirement: Certificate of the company's quality system/management system issued by independent bodies that confirms that the tenderer comply with certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
