Holmestrand and Sande Municipalities will merge with effect from 1.1.2020. In May 2019 the municipalities decided to transfer sanitation services for the previous Sande Municipality from RfD to Vesar. The decision means that the contract with Norsk Gjenvinning Renovasjons AS will be expanded to include all of the 'new' Holmestrand Municipality (including Sande Municipality). The expansion has an estimated annual value of approx. 5 000 000 NOK, with a remaining contract period of approx. 4,5 years. The expansion makes up less than 10 % of the total contract sum.

The procurement comes under the public procurement regulations, but it is an expansion of an existing contract that can, in accordance with the PPR §28-1, be made without a new contest. The expansion is, however, subject to a voluntary ex-ante transparency notice in accordance with the PPR §21-5. The tender documentation and contract basis state that there can be an expansion/reduction of the contract's scope of up to 25 % in the contract period, cf. §28-1(1)a). This is, amongst other things, justified by possible changes in the collection area and/or services. In addition, the transfer of the services from RfD to Vesar was decided after the original contract was signed, cf. the Public Procurement Regulations § 28-1 d). A contract with a new supplier cannot be entered into for technical or financial reasons. A new supplier would lead to considerable difficulties and significant extra costs for Vesar. Based on the signed contract, it is not possible for Vesar to have 2 different suppliers in the same municipality, cf. the PPR § 28-1 (1) c).
