VESAR is a limited company owned by the municipalities in Vestfold. The company is responsible for the collection of household waste in the owner municipalities. Holmestrand Municipality is one of the owner municipalities in VESAR. This means that VESAR is responsible for collecting all household waste in Holmestrand Municipality. After Veireno AS went bankrupt, a new tender contest was held for the collection of household waste in Vestfold. See the contest documentation and the tender documentation, which were published in Doffin by VESAR. The contest was won by Norsk Gjenvinning Renovasjon AS, and the contract was signed on 21.3.2018. The annual value of the contract is 50 457 768 NOK, with a contract period of 5.5 years. The total contract sum is 277 517 722 NOK. The contract came into force on 22.2.2019. Holmestrand Municipality and Sande Municipality have decided to merge to become new Holmestrand Municipality, with effect from 1.1.2020. In May 2019 the municipalities jointly decided to transfer the sanitation services for the previous Sande Municipality to VESAR. Up until this date, Renovasjonsselskapet for Drammensregionen IKS (RfD) is responsible for the collection of household waste in Sande Municipality. The decision means that the contract with Norsk Gjenvinning Renovasjons AS will be expanded to include the expanded part of Holmestrand Municipality (previously Sande Municipality). The expansion has an estimated annual value of approx. 5 million NOK, with a remaining contract period of approx. 4.5 years. The expansion makes up less than 10 % of the total contract sum. The tender documentation and contract basis state that there can be an expansion/reduction of the contract's scope with up to 25 % in the contract period. This is, amongst other things, justified by possible changes in the collection area and/or services.
