Norsk pasientskadeerstatning

The tenderer shall, in cooperation with NPE, provide flexible development of a user portal for applications for compensation in patient injury cases. The portal shall be a communication system so that NPE can meet its users digitally in an efficient and user friendly way when processing the cases. The tenderer shall provide project management, system design, facilitation for integrations with existing systems, programming and user testing.

NPE receives more than 5 000 compensation demands per annum. We obtain large amounts of documentation from the health service, NAV and the taxation authorities when processing cases. We also obtain expert declarations and have continual contact (mostly written) with the compensation applications or their legal representatives. The case processing is supported by case processing system (‘Isak’), which is based on Public 360, provided by Tieto, but which is specially adapted to our needs. We offer a digital system to register compensation demands with us. Approx. 50 % of our users currently use this system.

We would now like to develop more digital systems for our users. An important strategic commitment is to develop a user portal where we can communicate digitally with our users throughout the case processing. We would like to develop such a portal in cooperation with our main entity, Helseklage. We have, thus, a need to procure assistance for project management, system design, development of integrations with existing systems and user testing.

A contract shall be signed in accordance with SSA-S. A maintenance contract shall also be signed in accordance with SSA-V.

Beskrivelse av fornyelser:

The contract includes a development part and a maintenance part. These phases can overlap. The maintenance part will apply continually as and when the results of the development part are put into operation, probably at the earliest 1 year after the start of the contract. This part will last, as a starting point, for 3 years, with an option for a renewal for 1 year at a time.
