The aim of the project is to make the municipalities' internet based tools more available, which will enable inhabitants to express their opinions, have a dialogue with the municipal decision makers and be involved in deciding cases that affect an individual. This can, for example, be holding votes or opinion polls on the internet, facilitating local community based internet forums or other internet based tools for interaction between the municipality and inhabitants.

In the assignment the tenderer shall obtain knowledge on the use of digital systems in local democracy, as well as test out such systems in cooperation with the municipalities. Guidelines shall be prepared on the use of digital tools for cooperation between inhabitants and the municipality.

A total of 2 000 000 NOK, excludig VAT, has been put aside for the project. Of this, 500 000 NOK is for a preliminary project. 1 500 000 NOK, excluding VAT, shall be spent on the main project.
The project will be carried out within a timescale of 18 months, with a start-up in January 2018.

The resources of 1 500 000 NOK, excluding VAT, for the main project are added as an option. Whether or not the ministry shall take up the option for 1 500 000 NOK, excluding VAT, will be based on an assessment of proposals for implementing the main project. The contracting authority reserves the right not to take up the option and possibly publish a separate notice for the main project.
