Karmøy kommune

Karmøy kommune, the department of health and care, hereafter called the Contracting Authority, has as an objective to enter into a contract for the delivery of TV signals to institutions, shared apartments and houses for users.
Karmøy kommune expects 2 types of subscriptions:
A. Are collective agreements where Karmøy kommune is a party to the agreement. This includes primarily institutions, shared apartments and houses for users.
B. Are primarily apartments Karmøy kommune has a right to provide. For these apartments, the renter may use the prices of the contract where the infrastructure provides for it. The agreement, however, is an agreement directly between the renter and the service provider.
Subscription type A is an absolute requirement.

It is an absolute requirement that a basic package is a part of A-subscription. By basic package is meant channels that are included in the cheapest subscription. It is an absolute requirement that the basic package includes the following channels:
— NRK 1
— NRK 2
— TV2
— TVNorge
— TV3
The probable value of the procurement is between 2 000 000 and 2 300 000 NOK excluding VAT (including options).

The duration of the framework agreement is 2 years with an option for the Contracting Authority to extend the framework agreement's length by 1 year + 1 year on the same terms.

Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Tenderers shall provide a complete ESPD-document.
Documentation that is to be provided on the Contracting Authority's request: Norwegian companies: company registration certificate. Foreign companies: verification that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers shall provide a complete ESPD-document.
Documentation that is to be provided on the Contracting Authority's request: The company's last two Financial Statements including notes, management's annual reports and auditing reports, as well as new information of relevance to the company's fiscal figures.

The contracting authority reserves the right to obtain a credit assessment itself.

The tenderer must have the economic and financial capacity to carry out the contract.

Tenderers shall provide a complete ESPD-document.
Documentation that is to be provided on the Contracting Authority's request:
Description of the tenderers up to 3 most relevant assignments in the last three years. The description shall include the value, dates and recipient of the assignment (name, telephone and e-mail). The tenderer is responsible for documenting relevance through their description. The tenderer may document the experience by including documentation on the qualifications of the personnel that can be used for this assignment, including experience that has been acquired while the personnel was in the service of another employer.

Minste nivå(er) av standarder:
Tenderer shall have experience from comparable assignment(s).
By comparable assignment(s) is meant assignment(s) which consists of delivery of TV signals to buildings with many units that receive TV signals. Such a building can be a hotel, an institution or similar.
Experience from one assignment in the last 3 years is sufficient if the assignment shows that the tenderer is capable of delivering TV signals to institutions.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contract will include a requirement on wage and work terms, documentation and sanctions in accordance with the regulation on wage and work terms of 8th of February 2008 no. 112.
Tenderer shall sign Annex B on wage and work terms and Annex E: (Special Contract Terms, Ethical Requirements) before the framework agreement is signed.
