Gransletta nursery school in Gransdalen 35, currently consists of three departments. The existing nursery school shall be demolished and a new eight department nursery school with base benefits shall be re-established. The assignment also includes the development of the outdoor area.
The Municipal Undertaking for Social Service Buildings has high environmental ambitions for it's projects. The new Gransletta nursery school shall be BREEAM certified (very good), as well as fulfil the requirements of high environmental ambitions in the project.

Gransletta nursery school in Gransdalen 35 belongs to the Alna district with property title number/cadastral number 106/263. The nursery schools is currently a three department nursery school in one floor of approx. 400 m2 + cold basement, where a small mechanical room is also located.

The existing nursery school shall be demolished by the successful tenderer and re-established as an eight department nursery school with base benefits. In Annex 7i and 7j, there is an environmental mapping report of the existing building and waste plan. Necessary additional investigations of the existing building, as well as all works related to the application for demolishing, must be at the cost of the tenderer.

The execution phase (phase two) is a unilateral option for the Contracting Authority.
Delayed take over date due to Responsibility conditions at the Builder.

Documentation requirement:
— The company's last three Annual Financial Statements including notes, management's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.
The contracting authority reserves the right to obtain a credit assessment/rating, which is based on the last known accounting figures. The rating will be carried out by a publicly certified credit rating institution.
If, for valid reasons, the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial position with any other document that the contracting authority finds acceptable.

The tenderer must have the financial capacity to carry out the assignment/contract.
Teknisk og faglig kapasitet:
Documentation requirement:
— A statement of the tenderer's average workforce and the number of employees in the administrative management in the last three years (can be a competence matrix or organisation chart).
— An overview of the most relevant deliveries during the last five years, a maximum of ten projects is allowed. The overview should state the value, type of contract, as well as time and place the work was performed, and indicate whether the works were professionally and properly completed.

Documentation of completed works is to be given by completing Annex 10b ‘Template for Project Overview’.
Experience with BREEAM-NOR certification and building with high environmental ambitions can be documented in another way.
Individual CVs are not requested under this qualification requirement.
— The tenderer shall submit certificates of the company's quality assurance system issued by independent bodies, confirming that the tenderer meets certain quality assurance standards such as e.g. ISO 9001. Quality management standards shall be based on relevant European standards that are certified by accredited bodies.

— Equivalent certificates issued by bodies in other EEA states are also accepted.
— Alternatively, the tenderer can document that they have an equivalent quality assurance system. We request information regarding the name of the system and a detailed table of contents as well as an explanation of how the system is used in practice.

Documentation shall at least describe the following points:
a) the organisation's quality policy and quality goals
b) the work processes and work procedures that are relevant to the contract's content
c) method for systematic updating and improving of the work processes (periodic audit)
The documentation shall also document that the company:
a) Has a baseline quality policy and determined quality goal that all in the organisation are aware of and working toward.
b) Scheduled execution of ‘management audit’ of the system for quality assurance,
c) Carry out planned internal audits of the quality assurance system.
d) Have methods to identify, monitor, evaluate and analyse the system processes.
e) Have a functioning system for processing deviations from the system
f) Have a functioning system for corrective measures for the system.
g) Have a functioning system to measured the efficiency of the corrected measures in the system.
h) Have a functioning system for preventative measures.
i) Have a functioning system to measure the efficiency of the preventative measures.
Minste nivå(er) av standarder:
Tenderers must have the capacity to carry out the assignment.
Tenderers shall have good experience from equivalent deliveries.
Equivalent deliveries means that the tender shall have experience from assignments of the same nature, complexity and extent. The assessment will, amongst other things, but not exhaustively, emphasise experience from:
— Turnkey contracts of equivalent size.
— Construction of purpose-built buildings, especially nursery schools.
— Engineering design and/or erection of building with high environmental ambitions (passive house, plus house or nearly zero-energy house)
— BREEAM-NOR-certification of buildings.
* The tenderer shall have a quality management system that fulfils the quality management standard ISO 901 or equivalent.
