Turnkey contract for the new Ørnes Welfare Centre.

The building is to be constructed as a wooden passive house, but prices are wanted for 2 alternatives:

1) Wooden building with minimum 40 % visible wood internally, TEK 17.

2) Conventional building with a concrete/concrete element and/or steel supporting system, TEK 17.

Base area approx. 1800 m2, 4 floors, total approx. 6570 m2.

Ground floor: Doctor surgery, industrial kitchen, cafe, communal areas.

1st floor: 2 departments with 10 and 12 resident rooms respectively, staff areas and communal areas.

2nd floor: 2 departments with 10 and 12 resident rooms respectively, staff areas and communal areas.

3rd floor: Relatives room, 1 flat, 8 sheltered accommodation flats.

The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirement:

Norwegian tenderers: Company Registration Certificate.

Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

The turnkey contractor shall have his tax and VAT payments in order. Documentation requirement: Tax and VAT certificate, not older than 6 months.

Documentation requirement: Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.

Employees and/or hired staff shall not have lower wages or worse working conditions than those required by applicable national collective agreements or those that are seen as otherwise normal for the place or occupation.

An ESPD form must be presented in the pre-qualification phase for all the companies in the tender. Other documentation must be presented upon request from the contracting authority, either in the pre-qualification phase or when any contract is signed.

Tenderers must have sufficient economic and financial capacity to fulfil the contract.

Documentation requirement: A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service,

The minimum requirement in the pre-qualification is the ESPD form. Other documentation must be presented upon request from the contracting authority, either in the pre-qualification phase or when any contract is signed.

Teknisk og faglig kapasitet:

See the point on pre-qualification and the criteria for pre-qualification. Tenderers shall have experience from comparable contracts. Description of the tenderer's up to 3 most relevant assignments.

The description must include a statement of the assignment´s value, size, date and recipient (name, telephone number and e-mail address).

It is the tenderer´s responsibility to document relevance through the description.

The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer. A commitment statement must be presented to personnel in other companies.

The financial capacity to fulfil the assignment is required. Documentation requirement: Orientation on the tenderer´s technical and professional capacity.

A good and well-functioning quality assurance system is required - ISO 9000 or equivalent. Documentation requirement: Orientation on the turnkey contractor´s quality assurance system.

The applicable contract terms will be NS 8407, with the changes/additions stated in Book 0.

Minimum 2 reference projects from projects of an equivalent extent and price. Experience from welfare centres/nursing homes will be emphasised more than other buildings, but experience from welfare centres/nursing homes is not a condition.

Minimum 1 reference project in wood or that the tenderer confirms a cooperation agreement with companies who have experience with engineering design services and/or execution of wooden buildings.

The description must include a statement of the assignments´ value, size, date and recipient (name, telephone number and email address). An ESPD form and a commitment statement must also be presented by sub-suppliers/collaboration partners.

If more than 5 tenderers have fulfilled the minimum qualification requirements, the contracting authority will rank the tenderers according to the following selection criteria:

3 reference projects 100 %.

An assessment will be made as to what degree the described comparable reference assignments are relevant for this procurement. Ranking from 1-6, with 1 being the lowest score.
