The assignment comprises individually facilitated school transportation for those students who cannot meet their need for transport by using the current public transport services, or who need transport to/from stops/meeting places or who need permanent and temporary transport due to medical reasons. The assignment can include internal transport needs in the municipality between educational sites for routes 2, 3, 4, 5, 6 and 7, as well as foreign students in route 4, 5, 6 and 7 where native language education takes places at an education site other than the local school. The competition will begin with a qualification phase. Only Tenderers who meet the qualification requirements and are invited to submit tender offers, will have their tender offer evaluated. After any negotiations and any updated tender offers, the final evaluation of the tender offers will be undertaken and the contract awarded. The Contracting Authority retains the right to award the contract without negotiations, cf. PPR §23-7(5).
