Hire of barracks for a temporary fire station. The temporary fire station will be located in Vestgårdveien 19 in Halden municipality.

A rent contract will be signed with the landowner, who has water/sewage/electricity on his property. The lessor of the barracks will be responsible for connecting the water/sewage/electricity and other necessary infrastructure to the barracks. Halden municipality would like to use the temporary fire station as soon as possible and by 15 January 2018.

Halden municipality is in the process of obtaining a temporary change of use, cf. the current development plan. The contract is subject to dispensation from the development plan being granted. The barracks are to be erected in accordance wtih the Planning and Building Act's provisions.

The project shall be designed with architecture that emphasises a good total grasp of and natural connection with the surroundings. It is a prerequisite that the development fulfils the requirements for universal design in accordance with TEK 10. Only the ground floor has to fulfil the universal availability requirements. It is important that the building is functional and that there are guidelines as regards both the design of rooms, as well as which rooms/zones belong together.

The project shall be designed with good functionality and it shall be a framework for a good working environment. The municipality would like the temporary fire station to appear as a good addition to the local area and for it to be experienced positively by both the public, neighbours and employees.

All the requirements in the Working Environment Act and the Planning and Building Act shall be fulfilled. This includes, amongst other things, daylight conditions and noise insulation. The tenderer will be liable for the necessary permissions from the Norwegian Labour Inspection Authority and the building application authorities.

The barracks shall be delivered ready assembled and ready for use.

The contract period will be 2 years, with an option for 1+1 year, where the contracting authority has the unilateral right to take up the options on the same terms. The option must be taken up at the latest 3 months before the end of the contract period.
