Services for the inspection, service, maintenance and improvements of heat pumps in the Norwegian Defence Estate Agency region Hålogaland.

The Norwegian Defence Estates Agency is responsible for the operation and maintenance of heat pumps in the Norwegian Armed Force's buildings and sites and needs, therefore, to procure these services from external companies. Maintenance services were previously carried out by Norsk kulde AS and Johnson Controls Norway as.

The Norwegian Defence Estates Agency would now like to have the service need in a joint notice that will include later service deliveries via one or several contracts.

The Norwegian Defence Estates Agency would like to maintain an efficient and uniform contract structure with inspections and maintenance assignments procured via three-year framework agreements, with options for a further one calendar year.

The contracts shall mainly cover preventive maintenance, service, replacement of working parts and the execution of planned repairs and necessary minor alteration work. The service contracts shall also include the delivery of working parts, spare parts and operational material for the heat pumps in question.

The contracts will not normally cover major replacements, for example compressor replacements etc. However, some of the installations are very worn, for example, in Bodø, and the contract could be used for major measures if the contracting authority finds it appropriate. The contract's original price level shall, in such an event, form the basis for the assignment and the contract terms can be amended to NS 8405 for such major assignments.

Training, courses and competence raising within the operation of the mentioned installations can also be ordered. This must be ordered separately after the contract has been signed.

Tenderers shall submit a tender for heat pump services in accordance with the division into the following geographical competition areas. Tenders shall be submitted for services for heat pump installations within one or several of the competition areas A-E mentioned below:

Competition area A; Bjerkvik;

Competition area B; Ramsund;

Competition area C; Sortland;

Competition area D; Andenes;

Competition area E; Bodø.

The contracts aim to ensure the Norwegian Defence Estates Agency service provision for the Norwegian Armed Forces military organisation, by maintaining and increasing the capacity and expertise of these types of services.

The contract only covers the places within the defined Hålogaland region.

The type of installations, manufacturer and documentation of service is in the attached documentation for each individual object.

The service contract can be extended within the limit of the Public Procurement Regulations, normally for not more than 1 year.
