Service concession — Grocery deliveries to persons living at home

Nøtterøy kommune

The contracting authority, Nøtterøy municipality and Tjøme municipality, Færder municipality per 1.1.2018 shall award a service concession for the delivery of groceries and household articles, hereafter called groceries, to persons living at home.
This service concession is based on a contract for service procurements in which the remuneration for the service that shall be carried out consists of the right to utilise the service commercially. The concession gives tenderers the right to be paid by the user of the service for the groceries that the user orders.
Tenderers are not guaranteed a delivery volume beyond the number of users that place orders at any one time. There are currently 60-65 users who use the scheme for procuring home-delivered groceries, of which approx. 40 users procure dinner products.
No estimate has been made of the development in the contract period as regards the number of users that will use the scheme.
