Norges Bank shall sign a new agreement for security technical services and operations of security technical systems. The disciplines included in the service are i.a. Network, server and client (Windows OS). The systems currently used are i.a. Lenel OnGuard, PLS, Situator and VMvare. NB: The portfolio can change during the contract period.

Egnethet til å utøve yrkesvirksomheten:

A) The tenderer shall be a legally established company. Company registration certificate (Norwegian tenderers).

Registration certificates from professional registers as determined by legislation in the country in which the tenderer is established (other tenderers).

a) The tenderer shall have their tax and VAT payments in order. Tax certificate for tax issued by the treasurer /chief municipal treasurer (shall not be more than 6 months old).

Certificate for paid VAT issued by the tax collector (shall not be more than 6 months old).

Økonomisk og finansiell stilling:

A) The tenderer must have the economic capacity to carry out the assignment /contract. The company's most recent annual report, with annual financial statements and auditor's report, including new information of relevance to the company's fiscal figures.

(If the parent company shall guarantee fulfilment of the contract, the equivalent documentation and a parent company guarantee shall be submitted.).

Credit rating from a certified credit rating institution (shall not be more than six months from the deadline for receipt of tenders).

Teknisk og faglig kapasitet:

a) The tenderer shall have significant experience from equivalent assignments and complexity with the same requirements and wants.

Description of the tenderer’s largest and most relevant delivery carried out during the last five years with the name of the authorised person at the builder /contracting authority.

— Scope of the services provided.

a) The tenderer shall have sufficient implementation ability and capacity to perform daily assignments, as well as scalability in regard to large and small assignments locally, domestically and abroad. The tenderer shall document that he has access to the competence and experience necessary to safeguard the contracting authority’s need based on disciplines and systems listed in point 1.5.

The tenderer shall describe the possibility of scaling up capacity as needed and if this will be done with their own resources or if they must utilise other companies. The need can be both domestic and abroad where the contracting authority has and could have a need for offices.

All persons who shall perform services for the bank shall be able to obtain security clearance of “SECRET” in accordance with the security act.

a) The tenderer shall have a good and well functioning quality assurance system for the services that shall be delivered. Account regarding the tenderer’s quality system /security system /management system with information about the system’s name, a detailed content description and how the system is used in practice.

A copy of the system certificate issued by an accredited certification body or equivalent documentation.

Quality assurance systems shall build on the European Standards for the area and be controlled and certified by bodies who fulfil the European Standards for certification. The contracting authority will accept equivalent certificates issued by bodies established in other EEA states.. The contracting authority will also accept other documentation of equivalent quality assurance measures presented by tenderers.

Andre særlige vilkår:

A) Requirement for security of supplies. Description of that the tenderer can provide maintenance, modernisation and adaptation of the goods included in the contract.

Description of that the tenderer can supply the contracting authority with spare parts, components, technical drawings, licences and instructions for the solutions that are currently in operation.

a) Requirement for handling and protection of sensitive and classified information. The tenderer shall have functioning procedures and systems for handling and storing of sensitive information and that ensures that information classified as Protection Instructions is treated and stored properly.

The tenderer shall describe how the client’s information is protected.
