Review of the Norwegian budget support to the Palestinian Authority 2010-2017

The Norwegian Agency for Development Cooperation (Norad) is tendering an external consultant to conduct a review of Norwegian budget support to the Palestinian Authority in the period 2010-2017. Palestine is a major recipient of Norwegian aid, and in 2016 Norwegian budget support to the PA amounted to 28 000 000 USD. (235 000 000 NOK). The Representative Office of Norway to the Palestinian Authority administers the Norwegian support. The purpose of the review is to assess the performance of the budget support against its stated objectives. Norad will manage the review process, including the relation with the consultant.

The estimated value of the assignment is less than 1 100 000 NOK, and Norad is therefore not obliged to publish the competition in Doffin and TED. We have nevertheless chosen to publish the competition in Doffin and TED, to reach as many candidates as possible. Tenders shall be sent by email. Procurement procedure: open procedure.
