The objective of the assignment is to gain more knowledge about the consequences of growing up in a family with a weak economy. The reviewer shall create a knowledge summary across the disciplines about how and to what degree and in what manner, low income and living conditions affect children's’ development opportunities. The summary shall cover children's’ development over time - through early childhood, schooling, youth and transition to working life and adulthood.

Norway is a country characterised by economic prosperity and good material living conditions. However, we recognise that there are differences in child and youth upbringing conditions and that individual groups are over-represented in the statistics of those who grow up in families with lasting low income.

There is a need to gain a better overview and knowledge regarding the research related to how growing up in low-income families hinders social growth for children, and contributes to exclusion and transferring of poverty through generations. The proportion of children and adolescents growing up in continual risk of poverty in Norway is increasing according to EU’s definition ‘risk of poverty’. It is now at 10 percent. Not all children in this group are vulnerable. Many manage very well. This indicates that the broad preventative measures such as health centres, schools and nursery schools work. But we aren't reaching everyone. The concern is for the group of children who fall outside during upbringing and become poor as adults.

Start-up of the work will be February 2018. The upper economic limit for the assignment is NOK 1.1 million excluding VAT. The final review shall be delivered to the Ministry by 19 September 2018.

Documentation requirement:

- Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

- The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

Documentation requirement:

- A credit rating with key figures from a certified credit assessment company or any other form of documentation to demonstrate that the requirement has been met.

Qualification requirements:

Tenderers must have carried out at least 3 deliveries in the last 3 years with relevance for this assignment. Relevant assignments mean:

— Reviews and knowledge summaries across disciplines about the causes and consequences of poverty for children, youth and their families;

— Broad knowledge of research about social mobility of relevance for children and youth.

Tenderers must have sufficient professional expertise and capacity.

Documentation requirement:

An overview of the most important deliveries of that the tenderer has carried out during the last three years, together with information about the contract value, dates for delivery and execution and the name of the recipient.

Description of the tenderer’s average annual workforce and number of employees in the management during the last 3 years.

‘Employees in key positions’ means researchers with competence in the method, data collection and evaluation.
