Gulen kommune

The objective of the qualification scheme is to organise possibilities for clients of user-administered personal assistance services to choose which provider they want for providing the granted services (user choice) The service shall also ensure that the clients are provided with the assistance they are granted, in accordance with the Act relating to the municipal health services.
Admission to the qualification scheme does not apply to Public Procurement Regulations. The contract award, however, shall be in accordance with the basic requirements in the EEA agreement regarding a non-discrimination, objective, transparency and accountability process.
Admission to the scheme requires the service providers to fulfil the terms of the qualification documentation. Service providers who fulfil the terms can and are obliged to offer these services to the municipality's inhabitants.

The scheme works so that all tenderers who meet certain conditions after applying, are allowed to offer User-administered personal assistance services in Gulen municipality.
Evaluation of applications for admission will initially take place in January 2018, taking effect from 01.02.2018. Admission to the customer choice scheme will occur throughout the entire lifetime of the scheme and with 3 admission deadlines per year, 01 May (first in 2018), 01 September (first time in 2018) and 01 January (first time in 2019). Fixed dates must be considered absolute, which means that an application that arrives on 2 May will be treated in accordance with the deadline set on 1 September.
