A new treatment plant shall be constructed in Noresund. The municipality shall engage a project manager, from a company with an environment with knowledge of project management and industrial buildings. The project manager shall administer/implement necessary activities until the treatment plant is completed.

The scope and purpose of the contract

The tender contest concerns an agreement on project manager services in connection with the construction of a new treatment plant in Noresund.

The project manager shall have experience with managing equivalent construction processes. Experience with treatment plants of equivalent size, water and sewage network and industrial plants with extensive technical installations. The project manager must also have knowledge of public procurements, SHA, planning regulations and organisation with different public departments.

The cost frame for the actual reconstruction works is estimated to 110 000 000 NOK, including VAT. A preliminary project draft is attached the tender documentation. See part 2, the requirement specification for further information.

Note that the project is subject to a final approval by the municipal board during autumn 2017. The contract will be awarded and signed after the final political decision, provided that public approval and financial funding are given.

Lots and alternative tenders

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed.

The contracting authority has considered splitting the contract in accordance with the Public Procurement Regulations §19-4, but has decided that this is not suitable.

(ESPD: Part IV B.58-3) Other economic and financial requirements: Economic and financial position.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.

Documentation:

1) Annual Accounts, including the board's annual report and auditor's statement.

2) Credit rating, not older than 3 months from the deadline for receipt of tenders. The credit rating shall be provided by a certified credit rating agency.

If the tenderer, due to valid reasons, cannot prove his financial position in accordance with the above listed requirements, the Contracting Authority will consider other appropriate documentation.

(ESPD: Part II A.e) Certificates for Tax and VAT.

The tenderer shall have settled conditions in relation to payment of taxes and VAT.

Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no , former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.
