Production of the magazine PLAN

The Ministry has had a contract with Universitetsforlaget for the publication of the magazine PLAN. In accordance with the current rules for procurements and financial management in the government KMD, such contracts for services shall be regularly tested in the market. KMD is therefore announcing a tender for a contract for the production and publication of the magazine PLAN.

KMD would like to enter into a contract for the total production of the magazine PLAN. The contract shall cover the production of subject/editorial content, graphical design, lay-out and distribution of both the paper and electronic editions, as well as subscription work. The contract shall also include the communication of content through digital media, also between the main editions, which contributes to maintaining the purpose of the edition, for example, via the homepage, newsletter, blog etc.

The contract will be valid for a 2 year period from 1.1.2018, with an option for a contract extension for a further 2 years.

Paid taxes and duties.
Documentation requirement.
Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Norwegian tenderers: Company Registration Certificate.
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Qualification requirements.
The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation requirement.
A credit rating with key figures from a certified credit assessment company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirements.
Tenderers shall have experience from the publication of magazines etc. from a minimum of 3 equivalent assignments in the last 3 years.
Documentation requirement.
Reference list of all of the tenderer's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the contract and references. What has been delivered and the function the tenderer had in the assignment, must be stated.

The three best tenderers after the first evaluation of the tenders based on the award criteria in the tender documentation, will be invited to negotiations. Following the negotiations, the final evaluation of the three tenders will be made and the contract will be awarded.
