The tenderer shall undertake notification and settlement of the Contracting Authority's need for electricity in accordance with the stated volume and the number of installations. The tenderer shall trade in the physical electricity market and carry out hedging trade in the financial electricity market as agreed with the contracting authority. ALL reporting shall be in Norwegian and invoices must be in NOK.

The contracting authority would like a tenderer who has expertise within portfolio management.

In addition to competent administrators, this also includes analysts and a quality conscious administration that deals with ongoing settlements, customer follow-up and reporting in a good way.

Tax and VAT certificate

Requirement:

Tenderers must have their tax, employer contribution and VAT payments in order in accordance with the legal provisions.

Credit Rating Requirement:

The economic capacity to carry out the contract is required. Tenderers are required as a minimum to be Credit worthy, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to carry out the contract based on the Contracting Authority's discretion in regard to attached documentation from the Tenderer.

Newly established companies: Newly established companies must have the economic capacity to execute the Agreement.

Tax and VAT certificate — Documentation requirement:

Norwegian tenderers: Tax and VAT certificate. The certificate shall not be older than 6 months calculated from the tender deadline. Any arrears or other irregularities must be justified.

(Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the Tenderer is established. The certificate shall preferably be translated to Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit Rating:

The Contracting Authority will carry out their own assessment of the Tenderer's economy through the business and account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.

The Contracting Authority will not accept credit ratings from other business and account information systems than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.

The tenderer can enclose other necessary information in the tender if the Tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.

Newly established companies: Newly established companies that have not built up a basis for credit rating must enclose a declaration from a bank or similar financing institution regarding the company's financial and economic position.

This also applies to foreign tenderers.

Experience

Requirement:

The tenderer, or employees of the Tenderer are required to have experience with portfolio management for a large volume and measuring points. This means a volume equivalent to or greater than 50 GWh per annum and more than 200 measuring points.

The environment

To ensure compliance with environmentally relevant requirements in the contract, the Tenderer must possess sufficient relevant environmental competence, management systems and routines for quality assurance of the services that are covered.

A reference list shall be attached to the tender with a minimum of one reference that indicates that the qualification requirement is met. For each reference assignment, information must be given on the assignment's content, extent, value, date, length, contracting authority and contact person at the contracting authority with an email address and telephone number.

Tenderer shall complete the Self-Declaration form on environmental management (annex 4). This should document that the requirement is met.
