Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax and VAT certificate.
Requirement:
Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.
Documentation requirement:
Norwegian tenderers: Tax and VAT certificate. The certificate shall not be older than 6 months calculated from the tender deadline. Any arrears or other irregularities must be justified.
(Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email).
Foreign tenderers: Tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the Tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Økonomisk og finansiell stilling:
Credit assessment:
The Contracting Authority will carry out their own assessment of the Tenderer's economy through the business and account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro. The contracting authority will not accept credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the Tenderers can be assessed on equal terms.

The tenderer can enclose other necessary information in the tender if the Tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution regarding the company's financial and economic standing.
This also applies to foreign Tenderers.

The economic capacity to carry out the contract is required. Tenderers are required as a minimum to be Credit worthy A in accordance with Bisnode AS with the service CreditPro, or have the financial capacity to carry out the contract based on the Contracting Authority's discretion in regard to attached documentation from the Tenderer. Newly established companies: Newly established companies must have the economic capacity to execute the Agreement.

Quality management system:
A short description shall be enclosed of the general quality management system that the Tenderer will use for the implementation of the Contract (maximum 1 A4 page, table of contents will not be accepted) or a copy of a system certificate issued by accredited certification bodies.

Experience:
A reference list must be submitted with a minimum of 1 reference showing that the qualification requirement is met. For each reference assignment, information must be given on the assignment's content, extent, value, date, length, contracting authority and contact person at the contracting authority with an email address and telephone number.

Tenderer shall complete the Self-Declaration form on environmental management (annex 4). This should document that the requirement is met.

A good and well-functioning quality assurance system is required for the services that will be provided, including the contracting authority's need for MOM documentation.
Experience:
Tenderers are required to have experience from similar contracts. Similar contracts mean the delivery of pipe and pipe parts to major municipal procurement co-operations, i.e. a minimum of 5 municipalities, 5 000 000 NOK over 2 years.
Environment:
To ensure compliance with environmentally relevant requirements in the contract, the tenderer is required to have sufficient relevant environmental expertise, management systems and procedures for quality assurance of the services covered.
