Brønnøy municipality intends to establish new websites for the municipality. The procurement includes a publication system for websites (CMS system), operation, support and maintenance of the system, design and development of new websites and consultancy services for the further development of the sites throughout the contract period. The contract will be for 4 (four) years with an option for 1 (one) +1 (one) year. Bindal, Sømna, Vega and Vevelstad municipalities and Sør-Helgeland Regionråd shall have an option to join the contract on the same terms as Brønnøy municipality. Bindal municipality will be merged with Leka, Nærøy and Vikna municipalities from 1.1.2020. Bindal municipality must be able to join the contract when it has merged with Leka, Nærøy and Vikna. See requirement M9 and Annex 1 and Annex 5 of the contract for further information on this.

The contracting authority needs a system for publishing content on the municipality's websites. The contracting authority would like a ‘Software as a Service’ system (cloud service).

It is important that the system that the Contracting Authority procures has a functional user interface for the employees who shall administer and use the system. It shall be easy for employees with rights to publish content on the municipality's websites without needing previous technical knowledge.

The tenderer shall take care of the operation and maintenance of the offered system. The tenderer shall provide a qualified help desk for the Contracting Authority's disposal.

The Contracting Authority would also like assistance with the design and development of new websites for the municipality. The Contracting Authority would like the websites to be user friendly. The municipality's website is, in many cases, inhabitants' first meeting with the municipality and it is important that users of the website can easily and quickly find relevant information and services on the website and use the services on the site. The websites shall be modern and user friendly. The website must also consider all user groups; old, young, single, unemployed, founders, as well as universally designed and have a responsive design.

The municipalities' future website shall not only be a channel for one-way communication, but it shall facilitate communication between inhabitants and the municipality and ensure that inhabitants have access to the municipality's services via the website. This involves chat functionality, my-page for services, e.g., applications for nursery places, insight into archives and mailing lists. The website shall make the municipality available for the population and most services shall be easily solvable from the website. The contracting authority needs a website that is simple and clean, with a clear focus on searches and which is built up in accordance with the inhabitants' search needs and not the municipality's information need.
