Trondheim Kommune

The contracting authority would like to enter into a framework agreement for the delivery of textbooks, teaching material, literature for learning and digital tools/programmes/licences. In addition, fiction and subject books and books for the school libraries in the municipality shall be procured. We would like to enter into a framework agreement with 1 tenderer per lot.
The procurement is divided into the following 2 lots:
Lot 1: Book groups 1-9 in accordance with the book agreement.
Lot 2: Digital teaching aids.

For primary and secondary schools, the applicable principle is the right to free public primary and secondary school education, cf. the Education Act § 2-15. Supplementary procurements of textbooks, any procurements of new book sets/textbooks will be made in order to fulfil this.

Each school will decide what books and teaching aids will be used for teaching.
The main orders will be placed in May/June and November/December. In addition there will be a need for supplementary orders, urgent orders and orders of copies for review.
The contract does not include concretising tools. The contract does not apply to the municipality's other libraries.
The contracting authority is free to procure products that are not covered by the contract or that cannot be offered with the agreed discount, outside the framework agreement.

Lot 2: Digital teaching aids
— Digital teaching aids, e-books, internet services and complete digital teaching aids (the list is not exhaustive).
Trondheim municipality uses an internet based office suite tool from Google, i.e. G Suite for Education in schools and G Suite for Business in the rest of the organisation. The schools use chromebook, which is a computer based on Chrome OS. Future investments in digital format must be compatible with these systems.

Otherwise it is worth noting that we expect a development where the current level of 4 % digital share of teaching aids will rise in the coming years.

Documentation requirement: —Norwegian tenderers shall submit a Company Registration Certificate. —Foreign companies shall present proof that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Requirement: The contracting authority requires that the tenderer's wages and working conditions are in accordance with generally applicable tariff agreements or national tariff agreements for the area covered by the contract. Wage and working conditions are in this context defined as provisions on minimum working hours, wages, including overtime supplements, shift and rota supplements and inconvenience supplements and coverage of expenses for journeys, food and lodgings, to the degree that such provisions are in the tariff agreement. Tenderers and relevant sub-suppliers shall, when requested in the contract period, document the wages and working conditions of employees who contribute to fulfil the contract. The Contracting Authority reserves the right to impose requisite sanctions if the tenderer or any sub-suppliers do not comply with the contractual clause on wages and working conditions. Documentation requirement: A self-declaration confirming that the wages and working conditions are fulfilled in the tender letter.
