Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall have his tax and VAT payments in order. Tax certificate for tax issued by the treasurer/Chief municipal treasurer (shall not be more than 6 months old).
Certificate for paid VAT issued by the tax collector (shall not be more than 6 months old).
Tenderers must have a licence in accordance with the Security Guard Act to operate security guard services. Documentation that the company has a licence to operate security guard services in accordance with the Security Guard Act § 3.
If a Tenderer shall use sub-suppliers for parts of the delivery, this requirement also applies to the sub-suppliers.
The tenderer shall have a functioning HSE system. HES self-declaration, see Appendix no. 1 (to be completed).

The tenderer must have the financial capacity to carry out the assignment/contract. The company's most recent annual report, with annual financial statements and auditor's report, including new information of relevance to the company's fiscal figures.

Credit rating from a certified credit rating institution (shall not be more than 6 months from the deadline for receipt of tenders).
Teknisk og faglig kapasitet:
a)Tenderers must have sufficient professional qualifications to be able to carry out the assignments.
Description and documentation of the company's professional qualifications and competence in the specialist area, including a brief description of how an assignment can be executed.
b) Tenderers must have comprehensive experience with assisting contracting authorities in equivalent assignments. Overview of important deliveries with equivalent competence areas in the last three years, with the following information:
- Name of the customer.
- Date.
- Services provided.
- Scope of the services provided.
If the above information is confidential, anonymised documentation will be accepted.
c) Tenderers shall have sufficient capacity to be able to carry out the assignments.
Tenderers shall document an organisation that meets the below requirements. It shall be apparent if other companies shall carry out the assignment.
(1) In the Oslo region tenderers shall document:
a. up to 15 security guards with training in daily service at Norges Bank´s main office in Oslo.
b. minimum 5 security guards who, at 2 hours notice, can carry out satisfactory stationary security guard services.
c. minimum 2 security guards who, at 5 working days notice, can carry out qualified transport of valuables.
d. minimum 2 security guards who, at 6 months notice, will have a driving licence for class CE.
e. minimum 2 security guards with satisfactory competence who, at 1 working day notice, can carry out personal protection.
f. the capacity to carry out 24-hour security guard turn-outs to private addresses.
(2) The tenderer shall deliver the following in Bergen, Stavanger, Trondheim and Tromsø:
a. Minimum 5 security guards who, at 2 hours notice, can carry out satisfactory stationary security guard services.
b. minimum 2 security guards who, at 5 working days notice, can carry out qualified transport of valuables.
d) Requirements for the security of supplies. Tenderers must document:
a. that the tenderer can establish or maintain the required capacity to meet any major need from the contracting authority resulting from a crisis,
b. that the tenderer shall notify the contracting authority of any alterations in the organisation, supply network or business strategy that might influence the tenderer’s contractual obligations.
e) Protection of graded information.
a. Documentation that the tenderer and sub-suppliers can ensure that graded information is dealt with and kept responsibly, for the entire contract period and after the contract has expired and
b. sufficient information on the sub-suppliers, who have already been chosen by the tenderer, so that the contracting authority is able to decide whether each sub-supplier can fulfil the requirements set for processing and storing graded information. Equivalent information can be requested on new sub-suppliers before a sub-contract is signed.

f) Tenderers shall have a general quality assurance system which shall form the basis for the implementation of the contract. Description and documentation of a quality assurance system.
g) Binding statement requirement. A tenderer can, when it is appropriate, rely on the capacity of other companies, independent of the legal nature of the connection between them. If so, the tenderer should substantiate to the contracting authority that necessary resources are available, by presenting a commitment statement from these companies.

If there are more than 5 tenderers who fulfil the qualification requirements, Norges Bank will choose a limited selection of tenderers, who will be able to submit a tender.
A selection amongst qualified tenderers will be based on a total evaluation of which qualification applications best fulfil the following qualification requirements for participation in the competition.
- The tenderer´s professional qualifications point 3 requirement part 3 a: 34 %.
- Relevant assignments. point 3 requirement part 3 b: 33: %.
- The tenderer´s capacity point 3 requirement part 3d point a: 33 %.
