The procurement is a total procurement for two framework agreements for interactive equipment for teaching:
Framework agreement 1 includes interactive boards and monitors, as well as maintenance of the procured equipment and the contracting authority's already existing stock of interactive boards and projectors.
The procurement will be carried out as an open tender competition.
Varighet: 24 måneder
Beskrivelse av fornyelser: The contracts include an option for a 1+1 year extension.
Beskrivelse av opsjoner: The contracting authority has the option to extend the contract for 1+1 year.

Kort beskrivelse:
Framework agreement 2 includes interactive projectors, normal projectors and interactive units that can be connected to whiteboards. This contract also includes maintenance of the equipment that is procured under the contract.
Beskrivelse av fornyelser: The contracting authority has the option to extend the contract for 1+1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1:
Tenderers must not have significant tax and VAT arrears, or an approved repayment plant shall be in existence.
Documentation requirement 1:
Norwegian companies: Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must not be more than 6 months old.

Requirement 2:
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement 2:
— Norwegian companies: Company Registration Certificate
— Foreign companies: Certificates of registration in professional registers as determined by legislation in the countries in which the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must, as a minimum, achieve the rating good credit worthiness.
Documentation requirements:
As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian).
The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

When submitting a tender, the tenderer can enclose a credit assessment from a certified credit rating company showing that the tenderer fulfils the requirement in column A. The credit rating shall be based on the last available accounts and it shall be carried out by a company that has a licence to carry out credit information work.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Foreign companies: Enclose a credit assessment from a certified credit rating company showing that the tenderer fulfils the requirement in column A. The credit assessment shall be based on the last available accounting figures.

Requirement:
Tenderers shall have experience from the sale and maintenance of interactive equipment for teaching from an equivalent complex municipality as the contracting authority.
Documentation requirement:
Tenderers are asked to enclose a list of the most important relevant assignments in the last three years. The list shall consist of up to three assignments. The description must include an indication of the assignment's value, date, recipient (name, telephone number and e-mail address). The tenderer is responsible for substantiate relevance through this description. The references will only be contacted if required.

Tenderers shall have experience from the sale and maintenance of interactive equipment for teaching to a minimum of 5 schools.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contracting authority is connected to the public market place ehandel.no and has implemented electronic trade for its units. Tenderers must join the municipalities' e-commerce platforms in accordance with the contract terms and the interaction contract. The interaction contract is attached to the competition and will be signed after the competition has been completed.

In addition there is a web based system for ordering and follow-up, for entities that do not use e-commerce.
The ordering system must always clearly state which products are included in the agreed assortment.
