Procurement of furniture for the new Town Hall in Sandnes

Sandnes Kommune.

The Contracting Authority intends to enter into a contract for the delivery and assembly of furniture for the new Town Hall in Sandnes. The contract also comprises an option for supplementary purchasing. The new Town Hall has a size of GFA 11,757 m2 distributed over four floors. According to the plan, the Town Hall shall be ready for use in December 2018. The building shall house the municipality’s central administration, mayor and political group leaders. The building will contain a service plaza/reception, office spaces, town council room and canteen. The office section is primarily an open office solution with office features, focus rooms, conference rooms, meeting rooms and common rooms, and includes 374 office spaces. The Contracting Authority plans to reuse some of the current office chairs.

Egnethet til å utøve yrkesvirksomheten:
Company Registration Certificate.
Requirement: The tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation: Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre.
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Tax and VAT certificates.
Requirement: The tenderer shall not have significant tax and VAT arrears, unless an approved repayment schedule is presented.
Documentation: Norwegian companies: Tax and VAT certificate. The certificate can be ordered and obtained from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the legislation of the state where the tenderer is established.

Økonomisk og finansiell stilling:
As documentation the contracting authority will obtain a credit rating from Experian. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

The tenderer can enclose a credit rating from a certified credit rating company, showing that the tenderer meets the requirement. The credit rating shall be based on the last available accounts and it shall be carried out by a company that has a licence to carry out credit information work.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

The tenderer shall have sufficient economic and financial capacity to execute the contract. The tenderer must achieve a minimum rating of credit worthy and have a minimum of NOK 15 million in operating revenue in the last available fiscal year.

Experience:
As documentation, tenderers shall submit a list of the most important, relevant assignments from the last three years, including specific information about:
— The assignment (brief description),
— Contract value excluding VAT,
— Size in m2 and number of office work spaces,
— Date (year) of the assignment,
— Contracting Authority.
Based on the list, the tenderer shall state the name and e-mail address of a contact person for the two most relevant assignments. The references will only be contacted if required.
Quality assurance system:
Documentation: The tenderer shall enclose certificates for the company's quality assurance system/quality management system/internal control system issued by competent independent bodies confirming that the tenderer meets approved quality assurance standards such as ISO 9001:2008 or the equivalent.

The Contracting Authority also accepts other documentation that demonstrates that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum,the tenderer must present a general description of the system content including an overview of procedures/routines that are relevant for the assignment.
