Grimstad kommune, hereafter called the Contracting Authority, invites tenderers to an open tender competition in connection with the procurement of parallel framework agreements for the purchase of health and social services for individual users.
We want tenderers who can offer:
— Health services for individual users,
— Social services for individual users,
— Residential collective services for individual users.
Tender offers will be accepted on one or more of the three lots.
Note! The Contracting Authority considers residential collective services as particularly suited for voluntary organisations, foundations and parishes. Commercial parties must nevertheless freely submit tender offers on this service area.

The procurement concerns parallel framework agreements for health and social services for users needing 24-hour care.
The Contracting Authority will enter into framework agreements with a minimum of 3 and maximum of ten parallel service providers for each of the 3 service areas: Health services for individual users, social services for individual users and residential collective services for individual users.

The tenderer shall not have significant unsettled obligations regarding the payment of taxes and duties.
Company Registration Certificate: The tenderer shall be a legally registered company.
Tenderers shall have the economic ability to fulfil the contract.
The Contracting Authority must be able to carry out a credit rating-analysis of the tenderers. The Contracting Authority utilises www.bisnode.no. The minimum ranking for requirements of earnings, solidity and liquidity is ‘Satisfactory’ or better.
Health, environment and safety: Tenderers shall have ethically sound procedures that ensure fulfilment of the legislated requirements in health, environment and safety work. The procedures shall also include mapping of risk, implementation, identifying and deviation processing.

The company shall have experience with providing services to people with a need for health services, care services, social services or book collective services.
Quality assurance system:
Tenderers shall have an ethical system for internal control that is adapted to the services to be delivered.

The Contracting Authority will carry out the procurement as an open tender contest:
All interested parties can deliver tender offers, and after the tender deadline expiry, the Contracting Authority will decide whether to have dialogue with the tenderers. Refer to the Public Procurement Regulations § 9-2 and § 9-3.
The award shall occur based on which tender offer is the most economically advantageous for the individual service area, based on the following criteria and weighting:
1. Price (weighted 75 %).
2. Quality (weighted 25 %).

The contract was signed after the waiting period expired, specifically 4.9.2017. Grimstad municipality did not receive any complaints from the tenderers who participated in the competition.
