The professionalisation of estate agency services in the Norwegian Public Roads Administration East Region has illustrated a need for a framework agreement for estate agency services. The contracting authority is the owner of a considerable number of properties in Oppland, Hedmark, Oslo, Akershus and Østfold counties. The buildings are varied and include, amongst other things, traffic stations, control stations, picnic places, huts, garages, commercial buildings and houses. There are currently 13 properties that will be sold or for which a decision on a sale is due. In addition the Contracting Authority would like the contract to include all properties for which a decision to sell is made during the contract period.

Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Norwegian tenderers shall confirm that they fulfil their tax, payroll tax and VAT obligations.
Tenderers shall confirm that they confirm this requirement when submitting their tender.
Tenderers must present the following documentation proof if requested by the Contracting Authority.
The certificate must not be older than six months from the tender deadline.
Teknisk og faglig kapasitet:
Tenderers must have a licence to operate estate agency services in accordance with the requirements in the Estate Agent Act § 2-1. Tenderers shall confirm that they fulfil this requirement when submitting a tender. Tenderers must present the following documentation proof if requested by the Contracting Authority.

A licence from the Financial Supervisory Authority of Norway.
Tenderers must have experience from the sale of private houses, commercial properties and holiday properties. Tenderers shall confirm that they fulfil this requirement when submitting a tender.
Tenderers must present the following documentation proof if requested by the Contracting Authority: A list of the most important assignments carried out in the last three years, including information on property, value, date and the name of the public or private recipient. An account shall be given of 3 reference assignments for the sale of private houses, 3 for the sale of holiday properties and 3 for commercial properties. If a tenderer will use a sub-supplier, a commitment statement must also be enclosed.

Tenderers shall have sufficient capacity and implementation ability, as well as a geographical presence in Oppland, Hedmark, Akershus, Oslo and Østfold counties. Tenderers shall confirm that they fulfil this requirement when submitting a tender.
