The current situation:

The central areas of Levanger have approx. 10 000 inhabitants in addition to major commuter traffic to Levanger station. Hospital Levanger, the University in Levanger, Levanger Sixth Form College, Magneten shopping centre and the town hall are situated in the town centre. These locations are important measuring points.

Levanger municipality does not have a current city bicycles scheme, but are emphasising on bicycles as means of transport, an active and public use transport and the public health. This is integrated in the municipal plans. The project Travel Smart has, in close co-operation with the project partners, a major focus on adaptation for cyclists and increase the number of active and public travellers. This is some of the background for the establishment of a permanent city bicycles scheme in Levanger.

The scope and purpose of the contract

The delivery included in the tender contest comprises the leasing of a complete city bicycles scheme, including procurement, establishment and principal liability for the operation of the scheme. This includes bicycles, the establishment of stations for bicycles and accompanying hardware and software for user interaction.

The contract includes the hire of:

Approx. 100 city bicycles

An information and payment system linked to approx. 7 — 10 bicycle stations.

The tenderer shall be responsible for the procurement and establishment of the city bicycles scheme with necessary electronic installations.

Approx. 100 city bicycles shall be available and ready for use at the beginning of May 2018. Emphasis is put on the fact that this is an approximate number.

The contracting authority emphasises that the city bicycles scheme is based on financial incentives which shall contribute to increased use of city bicycles.

The procurement's value is estimated to 2 000 000 ΝΟΚ excluding VAT. The value is an estimate and not binding.

The contract period is between 6 and 10 years, including option.

The contracting authority reserves the right to cancel the tender contest if a justifiable cause is present. E.g. annulments of planned financing or deficient political approvals.

The tender procedure is Tender contest with negotiations.

The competition will be held in accordance with the Public Procurements Act from 17.7.2016 no. 73 (LOA), with the accompanying Public Procurement Regulations from 12.8.2016 no. 974 (FOA),

The procurement will be executed as a tender contest with negotiations in accordance with the Public Procurement Regulations' parts I and III. A tender contest with negotiations means that all interested tenderers can register for submitting tenders. The number of tenders will then be reduced based on the given contract award criteria.

The contracting authority is planning to implement a dialogue through negotiations with one or several tenderers who have submitted qualified tenders to the competition. The negotiations may apply to all pages of the tender offers. The selection of tenderers who are invited to negotiations will be based on an assessment of compliance with the contract award criteria. Maximum 3 tenderers are expected to be invited to negotiations.

Negotiations will not be carried out if the Contracting Authority, after the tender offers are received, assesses that negotiations are not appropriate. Dialogues in the form of corrections/clarifications will be implemented in accordance with requirements.

Information and annexes regarding the tender contest will be available via Tendsign for qualified tenderers subsequent to the prequalification process.

The contracting authority intends to implement the negotiations from week 45/2017 to week 1/2018.

The procurement is published in the DOFFIN and TED databases.
