The procurement will be made in accordance with the Public Procurement Act dated 17.6.2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974. parts I and III. A contract will be awarded in accordance with the open tender contest procedure, cf. the Public Procurement Regulations § 13-1 (1).

Negotiations are not allowed in this contest. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is drawn to the fact that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that include deviations from the procurement documents, uncertainties etc. that are not seen as insignificant, cf. the regulations § 24-8(2) a.

Tenderers are therefore strongly encouraged to follow the instructions given in the tender documentation and annexes and to ask questions via an email to the contact person if they are uncertain.

Beskrivelse av opsjoner:
The contracting authority has included an option for the procurement of a Chromebook model that includes a pen in the procurement. It is very uncertain whether this option will be taken up and it will be based on a cost-benefit analysis depending on the price offered for the model. If the price is higher than the benefit the contracting authority deems would be achieved by procuring Chromebooks with a pen, the option will not be taken up. It is also important for the contracting authority to emphasise that if the option is taken up it will be at the expense of the contract's other Chromebook units. The contracting authority will not procure more units if it is advantageous to take up the option. If the option is taken up, a given number of Chromebooks will be procured with a pen instead of without.

Egnethet til å utøve yrkesvirksomheten:
Requirement 1:
Tenderers must have their tax, employer contribution and value added tax (VAT) payments in order.
Documentation requirement 1:
Norwegian companies: Company Registration Certificate, not older than 6 months.
Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the legislation of the country where the tenderer is established. The certificate must not be more than 6 months old.

Requirement 2:
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement 2:
— Norwegian companies: Company Registration Certificate,
— Foreign companies: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Requirement:
Tenderers and any third party resources bound to the tenderer must have sufficient economic and financial capacity to fulfil the contract. Tenderers must, as a minimum, achieve the rating good credit worthiness.
Documentation:
As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian).
The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

When submitting a tender, the tenderer can enclose a credit assessment from a certified credit rating company showing that the tenderer fulfils the requirement in column A. The credit assessment shall be based on the last available accounting figures.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have experience from the delivery of digital units for teaching, where the contract was greater than 3 000 000 NOK.
Documentation:
Tenderers are asked to enclose a list of the most important relevant assignments in the last 3 years. The list shall consist of up to three assignments. The project description must include a specification of the project value, project length and state the Customer (name, phone and email.). The Contractor is responsible for documenting the projects' relevance through their description. The references will only be contacted if required.
