The Norwegian Public Roads Administration - Eastern Region (hereafter NPRA) invite selected Bidders to the Competition with negotiation for procurement of delivery, installation and maintenance of Charging Point Equipment (CPE) for the toll collection systems in Oslo area of Norway. The planned duration for toll collection of Oslopakke 3 is until 2036. The contract term for the solution is 8 years initial term (from the commencement date of the maintenance agreement) with an automatically prolonging of the term with 1 year at a time up to a total contract term of 17 years unless terminated by NPRA earlier prior to each such prolonging. The scope of this Agreement is to procure and establish service and maintenance for the procured Charging Point Equipment (under SSA-T and SSA-V). The procurement for Oslopakke 3 consists of 66 new toll stations and possible options. Our goal is to introduce the new toll stations by 1.3.2019.

The project consists of two projects and the procurement for the “Oslopakke 3” is split up into 2 separate procurements:
1) Procurement of AutoPASS Charging Points Equipment, together with development and maintenance (management)
2) Procurement of «Oslopakke 3 – establishing of new toll stations – construction work»
This invitation to tender covers number 1 – CPE procurement.
The planned duration for toll collection of Oslopakke 3 is until 2036. The contract term for the solution is 8 years initial term (from the commencement date of the maintenance agreement) with an automatically prolonging of the term with 1 year at a time up to a total contract term of 17 years unless terminated by NPRA earlier prior to each such prolonging.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The Bidder shall be registered in a company register, professional register or trade register in the state/country in which the Bidder is established.
- Norwegian companies: Company certificate.
- Foreign companies: Evidence that the company is registered in a company register, professional register or trade register in the state/country the Bidder is established.
The Bidder shall provide a tax and VAT certificate. This applies only if the Bidder is Norwegian. The tax and VAT certificate shall not be older than 6 months from the deadline for submitting a request to participate in the competition.
Økonomisk og finansiell stilling:
The Bidder shall have sufficient economic and financial capacity to fulfil the contract.
- Annual accounts for 2016, 2015 and 2014 including the Board's annual report, income statement, balance sheet, notes and audit report.
- Credit rating based on the latest known accounting figures. The rating shall be carried out by credit information agencies that have a license to conduct such business. Customer reserves the right to obtain its own credit rating for the Bidder.
Teknisk og faglig kapasitet:
The Bidder shall have experience from comparable deliveries:
- A description of maximum 5 of the Bidder's most relevant deliveries during the last 3 years. The description of each delivery shall not exceed one A4 page of text per reference. The Bidder must ensure that the documentation fulfils the requirements. Newly established Bidders may base their documentation on deliveries by employees from previous employers.

- A description of how the Bidder’s experience from the above-mentioned deliveries, will be used to fulfil this tender. Each description shall not exceed 2 A4 page of text per reference.
The Bidders shall have the capacity to fulfil the contract:
- A description of how a sustainable capacity to fulfil this Agreement, will be ensured, including:
— Organisation,
— Resources relevant to this contract (no CVs),
— Third party contractors with a description as to what degree sub-contractors will be used,
— Quality assurance.
