Information on the procurement
Levanger municipality (the contracting authority) invites tenderers to an open tender contest, in accordance with the law and regulations on public procurements, for the procurement of a wheeled excavator, with archive reference 2017/6369.

The scope and purpose of the contract
The competition is for the procurement of one wheeled excavator for the Operations and Construction Department in Levanger municipality. The procurement shall cover the contracting authority's need for a wheeled excavator. The excavator shall be of high quality, have good functionality and user friendly. In addition, the contracting authority would like good and quick access to service, repairs and maintenance capacities. The procurement's value is estimated to be 2 000 000 NOK excluding VAT. The amount is an estimate and it is not binding for the municipality. Levanger municipality has a wheeled excavator type Volvo 160C, 2010 model for part exchange. The machine has run for approx. 6 000 hours. The machine currently has Leica surveying equipment installed, this is not included in the part exchange and shall be transferred to the new wheeled excavator. Other equipment to be included in the part exchange will be agreed when the contract is signed. An inspection of the wheeled excavator that shall be included in the part exchange can be agreed with:

The contracting authority reserves the right to cancel the tender contest if there are justifiable reasons. This can, for example, be a lapse/change to the economic limit or a lack of political and administrative approval.
Procurement procedure and notice
The competition will be held in accordance with the Public Procurements Act from 17.7.2016 No 73 (LOA), with the accompanying regulations from 12.8.2016 No 974 (FOA), as well as the provisions stated in the tender documentation. The competition will be held in accordance with TED — open tender contest in accordance with parts I and III of the regulations. All interested tenderers can submit a tender in this procedure. Negotiations are not allowed in the competition and tenders can, thus, not be altered after the tender deadline has expired. The procurement is announced in both the DOFFIN and TED databases.
