GKI Grenlandskommunenes Innkjøpsenhet

The contracting authority for this procurement is GKI Grenlandskommunenes Innkjøpsenhet and Bamble, Drangedal, Kragerø, Porsgrunn, Siljan and Skien municipalities (the Grenland municipalities), hereafter called the Customer/Contracting Authority.
A Tender Management System (TMS) and a Contract Management System (CMS) shall be procured. The tool shall be integrated with the municipalities' case/archive system (Public 360).
Collaboration partners in the form of municipal/inter-municipal companies/units, which are members of GKI's procurement scheme, shall have an option to join the contract and its terms. There are currently 16 units affiliated to GKI's procurement scheme.

— Changes made by the Contracting Authority due to municipality mergers, restructuring, etc.
‘The Contracting Authority covered by this contract, cf. point 1.1 of the tender documentation, can be changed due to municipality mergers, typically by a municipality (with the accompanying municipal companies) outside the procurement cooperation merging with a municipality that is included. If there is such a municipality merger, the municipality that is outside the contract (possibly with the accompanying municipal companies) can choose to join the contract on the same terms.

If a municipal merger leads to a municipality (with municipal companies) that is included in the contract in accordance with point 1.1 of the tender documentation, wanting to leave the contract, this can happen with 6 months notice.
Municipality mergers can lead to the procurement cooperation (GKI) being restructured. If this happens, the contract can be transferred to the new joint procurement unit on the same terms. The same applies if the host municipality changes.
If one or more municipalities/municipal companies enter into a binding collaboration with the procurement cooperation (GKI) for holding competitions, these new municipalities/municipal companies can join the contract on the same terms.
