The contracting authority would like, via this procurement, to establish a new self-service system for electronic parking. This includes a mobile payment system (app) and sms, including a back-system for public and private areas.
Trondheim Parkering focuses on the user. It is important to focus on simplicity for users, with the greatest possible degree of automation, assignment simplification and intuitive interface. The chosen system must, therefore, be so good that external customers and users prefer to use the services digitally and that internally it gives efficiency gains.

Beskrivelse av fornyelser:
The assignment period is 3 years from the signing of the agreement, with an option for extension of 1 year and 1 year at a time. An upper limit on the duration of the agreement is 10 years.

Norwegian tenderers must have their tax and VAT payments in order.
— Norwegian tenderers: A tax and VAT certificate from the tax authorities, not older than 6 months from the deadline for requests to participate in the tender contest.

Tenderers shall have sufficient economic and financial capacity to fulfil the assignment.

Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with a licence to conduct this service.
Teknisk og faglig kapasitet:
Tenderers are required to have good experience from similar assignments.
Description of the Tenderer's most relevant contracts in the last 3 years. The description of each delivery shall include:
Recipient/contracting authority;
Length;
System extent;
Value (if the value cannot be specified due to confidentiality requirements, the Tenderer is asked to specify the number of man-labour years for the Tenderer's input).
The tenderer's role/area of responsibility.
Name and contact details for the reference client's contact person who can confirm this information must be provided on request.
Sufficient capacity and good implementation ability are required.
— Description of the service provider's technical capacity and professional qualifications. With regard to the capacity, a description of the tenderer's relevant units shall be given.
Regarding qualifications, a short overview is required of general relevant competence at the tenderer, both for developers and for those who are responsible for quality control, who the tenderer can use to fulfil the contract.
Persons that will be offered should not be specified, and CVs should not be submitted.
A good and well-functioning quality system is required, which is implemented and in operation.
Account of the company's quality assurance system/quality control system.

Documentation that the Tenderer has an ISO certified quality system.
The tenderer shall employ environmental management measures when implementing the contract.
