The learning game shall engage youths and stimulate learning. The learning game's technology, scenography and other frameworks shall be built up on these premises.

— The learning game shall have a form the requires active participation and that engages pupils,
— The learning game shall be adapted so that a guide from the Norwegian Parliament leads the game and can assist in activating pupils and adapting the content somewhat to the group's knowledge level,
— The learning game shall be physically located in the Norwegian Parliament's premises and shall be played there,
— The Norwegian Parliament shall be able to change the content of the game itself,
— The Norwegian Parliament shall own the game's concept, content and scenography,
— The tenderer shall own the IT equipment and software and see to the operation and maintenance of the IT equipment and software.
