Tenderers shall provide assistance and advice on architecture and system choices, quality assurance and test advice for existing and future search systems. The assistance shall take the Contracting Authority's needs as an organisation into consideration, as well as internal and external users, connected to current and future chosen search systems and search services. The aim of the procurement is to enter into a contract with a tenderer who can offer very good competence with a high degree of security of supplies throughout the contract period.

The Norwegian Parliament is a knowledge organisation with a large need for simple retrieval of information in both administrative and parliamentary case management. The search systems shall give access to information in central sources for this work. There are only a few employees in the administration whose work is dedicated to the systems for retrieval through searches and there is a need for a Tenderer who can assist the Contracting Authority in all search related tasks, both operatively and strategically. The consultants shall sit on the Norwegian Parliament's side of the table in meetings with the provider of the search services.

This work includes, amongst other things:
— strategic advice for the further development of the Norwegian Parliament's searches in internal and external sources,
— operationalising of search strategies,
— mapping, consultancy and development of good information architecture through strategies, good routines and marking systems that support and enable good retrieval through searches,
— mapping needs and specifying requirements for source specific searches by realising a new architectural vision for searches,
— planning and establishing new searches in accordance with future architectural visions,
— development of user histories and a test-case for approving deliveries,
— implementation of tests, quality assurance and approval of deliveries within searches,
— assist in a proactive management of the search system, through advice and planning management tasks such as, amongst other things, optimising searches and supporting the Contracting Authority in following-up suppliers.
In addition we would like the consultants to contribute with the following:
— review and propose how searches can improve and make central work processes more efficient, based on user insight and mapping work processes,
— ensure good user interface for searches through consultancy and user testing,
— note that the list is not exhaustive.
