The objective of the Contract is to cover the Contracting Authorities' need for the procurement of books and other media. The customers in this Contract are public libraries. I addition the prison library in Ålesund will be part of this Contract.

**Comments to the contract:

— If the Customer does not find a wanted title available in the Tenderer's catalogue(s) assortment, the Customer will be free to go outside the Contract and use other Suppliers.

— Customers in this Contract shall be able to procure books/have subscriptions for books through memberships in book clubs and other ongoing subscriptions.

**The following products are not included in this Contract:

— Procurement of text books, teaching aids and literature for learning, for primary and secondary schools and school libraries.

— Books bought through Mammut sale and other major book sales where extra discounts can be achieved. Regarding the Mammut sale, the Tenderer shall send an order list to the Customer beforehand. If the Mammut sale changes name and/or form, it will, in the same way as the current Mammut sale, be exempted from the Contract.

— Local historical literature is also exempted. Newspapers, periodicals, films, games and digital media are exempted.

The Contract.

**The Contracting Authority can use the Contract, but shall also have the right to use other Suppliers for the following:

— Procurement of foreign books in other languages than English, as well as foreign audio books.

— Procurement of media, such as DVDs, games and local book publications. Procurement of literature, facilitated

for special user groups, e.g. blind, deaf and persons with learning difficulties.

— Procurement of special literature. The music department, local history department and others often buy special literature from small publishers, as this is literature that is usually only available

there. This also applies, for example, to English science fiction and fantasy.

— Second-hand books (these are bought when and where they are available). This applies, in addition, to genealogy, parish books, local history annual books, official publications etc.

Vilkår for deltakelse
Økonomisk og finansiell stilling:

1) Tax and VAT certificate

Documentation: For Norwegian tenderers: Tax and VAT certificate. The certificate shall not be older than 6 months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

2) Credit rating.

Documentation requirement: The Contracting Authority will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.

The Contracting Authority will not accept credit ratings from other business and account information systems than

Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.

The Tenderer can enclose other necessary information in the tender if the Tenderer believes that

Bisnode/CreditPro does not provide a correct picture of the economic situation.

Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company's financial and economic standing. This also applies to foreign tenderers.

Minste nivå(er) av standarder:

1) Tax and VAT certificate

Requirement: Tenderers must have their tax, employer contributions and VAT payments in order in accordance with the legal provisions.

2) Credit rating.

Requirement: The financial capacity to fulfil the contract is required. A minimum requirement is that the tenderer is credit-worthy in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the Contracting Authority's assessment given in the submitted documentation from the Tenderer.

Newly established companies: Newly established companies must have the economic capacity to execute the Agreement.

Requirement: To ensure compliance with environmentally relevant requirements in the contract, the tenderer must possess sufficient relevant environmental expertise, management systems and routines for quality assurance of the services that are included.
