The attached tender documentation is Difi's evaluation form for the evaluation of contractor assignments. The evaluation form shall be used to evaluate the execution of the contract work with the intention of creating increased consciousness at the contracting authority and the supplier of what requirements and expectations there are for a good delivery and to contribute to improvements at both the contracting authority and the supplier. The evaluation with any comments from the supplier can be used by the contracting authority as a separate reference for the award of future assignments. The evaluation can also be used by the supplier as a reference.

Assignments under the framework agreements will be related to urgent assignments as well as other needs for minor ‘strømpe’ renovation.
VAV has entered into parallel framework agreements with two tenderers for ‘strømpe’ renovation. These framework agreements expire 1.6.2017. As there is an ongoing need for this work, we would like to establish new parallel framework agreements.
As a starting point, VAV would like to enter into a framework agreement with two tenderers. In some cases, however, the pipelines will be such bad condition that only a ‘strømpe’ that is turned inside out and not hardened by a ‘lystog’ will be relevant for solving the need. VAV is, thus, dependent on at least one of the tenderers that a framework agreement is signed with having ‘strømpe’ that are turned inside out and that cannot be hardened by a ‘lystog’. If none of the two tenderers who have the lowest price in the main competition offer ‘strømpe’ that are turned inside out and that cannot be hardened by a ‘lystog’, VAV would like to enter into a framework agreement with three tenderers.

VAV draws attention to the fact that the amount given is an estimate of the maximum total volume, including all options stipulated in the procurement documents. The distribution of the volume between each of the framework agreement suppliers will be done in accordance with the call-off mechanism.

The maximum value of all the contracts that VAV expects to sign during the parallel framework agreements'duration, including all options that are stipulated in the procurement documents, is approx. 75 000 000 NOK excluding VAT.
Call-offs will mainly be for approx. 300 000 NOK to 1 300 000 NOK. In some cases the extent of call-offs can be lower or higher than this.
VAV will not be obliged to use the framework agreements to cover all or parts of future needs and it thus reserves the right to make procurements outside the framework agreements.
