In addition a new nursing home will be constructed:

Vea II

In addition, the contracting authority has houses for users and the expectation is that several of these houses will have users where the user needs can mean that patient signalling installations ought to be procured.

The procurement value is estimated to be between 2 200 000 NOK and 9 500 000 NOK excluding VAT.

Option for the Contracting Authority to extend the framework agreement's length by 1 year on the same terms.

Option for the Contracting Authority to extend the framework agreement's length by 1 year on the same terms.

Tenderers shall give the Contracting Authority an offer to upgrade/update the system/patient signalling system/software. However, what is naturally seen as maintenance shall be covered by the price for the agreed maintenance without further costs for the Contracting Authority.

If the Contracting Authority asks for new functions that require development that are not naturally seen as maintenance, the following will apply: The Contracting Authority shall be able to use this without paying any more than the Tenderer's costs (without profit) to the degree that the Tenderer will most likely not have the cost covered by other customers in the market. In the latter case, the Contracting Authority shall not have to pay a larger part of the costs than what is demanded from other customers to cover the costs for the same functions without profit.

Amongst other things we envisage that the system shall serve as a joint platform for welfare technology for the municipality in the long term, including safety alarms and the accompanying equipment. The two last sections above will also apply in such cases.

Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established. Norwegian companies must present a company registration certificate. Foreign companies must provide verification that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Documentation requirement: A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Minste nivå(er) av standarder:

Qualification requirements: Tenderers must have sufficient economic and financial capacity to fulfil the contract. ‘Good credit worthiness’ will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

Documentation requirement: Description of the tenderer's up to 3 most relevant contracts in the last 3 years. The project description must include a specification of the project value, dates and state the Customer (name, phone and email). The Contractor is responsible for documenting the projects' relevance through their description.

The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.

Tenderers are asked to describe the degree of innovation in the relevant assignments. The degree of innovation will not be decisive for qualification, but will be an element in the assessment of how relevant the references are if the tenderer's qualifications must be ranked because there are more than 4 qualified tenderers.

Minste nivå(er) av standarder:

Qualification requirement: Tenderers shall have experience from equivalent assignment(s).

Comparable assignments mean assignments that include an alarm system for a health institution.

Experience from one assignment in the last 3 years is sufficient if the assignment shows that the tenderer is capable of delivering a patient signalling system to the contracting authority.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The contract will include a requirement on wage and work terms, documentation and sanctions in accordance with the regulations on wage and work terms from 8.2.2008 no. 112.

Tenderers shall sign Annex B on wage and work terms and Annex D2: (Special Contract Terms, Ethical Requirements) before the framework agreement is signed.

The contract includes development requirements, including integration with Visma Profil.

If there are more than 4 tenderers who fulfil the minimum qualification requirements, the contracting authority will rank the tenderers in accordance with the following selection criteria: The tenderer's technical and professional qualifications as stated in the qualification documentation. I.e. the Contracting Authority will invite the 4 tenderers who, when seen as a whole, can show the most relevant experience (maximum 3 reference assignments).
