Parallel framework agreements for various refuse collection vehicles

The parallel framework agreements that are established through this competition shall cover the contracting authority's ongoing need for various refuse collection vehicles. The extent of the orders/estimated volume is not binding, but is only an estimate based on the contracting authority's best judgement. A minimum of 3 framework agreements will be signed, provided that there are a sufficient number of suitable tenders in the competition from qualified tenderers. The distribution of assignments under the framework agreements will occur by re-opening the competition for each procurement of a refuse collection vehicle, see point 8 Award of Assignments Under Parallel Framework Agreements. All refuse collection vehicles are including the chassis and body.

Qualification Requirements
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.
Quality Assurance Standards
Qualification Requirements:
A good and well-functioning quality assurance system is required.
Documentation:
Documentation of the quality assurance system. An account of the tenderer's existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Sub-Contractors
Qualification requirements:
Tenderers shall have a binding cooperation relationship with any sub-suppliers.
Complete Annex 2 ESPD — section II D.
If a tenderer will use sub-suppliers for the fulfilment of the assignment, the sub-suppliers shall fill in a separate ESPD.
Tenderers will always be responsible for any sub-suppliers. This also applies for whether sub-suppliers fulfil all the qualification requirements. Before any change of sub-supplier in the contract period, the Contracting Authority shall approve the new sub-supplier.

Økonomisk og finansiell stilling:
Qualification Requirement:
The tenderer must have the financial capacity to carry out the assignment/comply with the contractual obligations. Tenderers are required to be credit worthy and have satisfactory liquidity and solidity.
Documentation requirement:
Credit rating based on the most recent financial figures. The credit rating must not be older than 3 months. The rating shall be carried out by a credit rating company with licence to carry out this service.

Qualification Requirements
Tenderers shall have experience from similar contracts.
Documentation:
Complete annex 10. A description of the three most important equivalent deliveries in the last 3 years. Including information about the value, time and recipient (name, telephone and email). The contracting authority must be given the authority to contact the person in question. The references will only be contacted if required.

(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.
