Parallel framework agreements for consultancy services for the Oil for Development programme — sub-areas 1, 4, 6 and 7

OD, Mdir, Ptil and KYV need consultancy services that shall strengthen and supplement our internal competence in order to contribute to the Ofu programme. See http://www.norad.no/ for further information on the Ofu programme.
The aim of the competition is to enter into parallel framework agreements for sub-areas 1, 4, 6 and 7, as stated in annex 1. Other other sub-areas described in annex 1 were procured separately by a separate notice in spring 2017. The reason for the division, is that the competitions for sub-areas 1, 4, 6 and 7, which were announced together with the other sub-areas before the summer, were recently cancelled.
The contracts will be for two years, with an option for OD, Ptil and Mdir to extend the contracts for 1+1 year. The estimated value of the framework agreements for sub-areas 1, 4, 6 and 7 is approx. 14 000 000 NOK excluding VAT per annum.

1) Optimal resource management and efficiency in the sector,

— 2) Proper income collection and management,

— 3) Consideration to health, environment and safety,

— 4) Development of national participation, etc.,

— 5) Facilitating openness and counteracting corruption.

— Evaluation of technical systems for energy efficiency, regularity and safety.

— Evaluation of incentive schemes for optimum extraction and reduced emissions.

— Systems for handling produced water and waste, use of chemicals, power generation and emissions to air and water etc.
