Requirements for the Tenderers' Qualifications
In order to participate in the competition, tenderers must fill in the electronic self-declaration form, stating that they fulfil all of the qualification requirements mentioned below.
The European Self-Declaration Form (ESPD).
General information on ESPD
Tenderers shall complete the attached ESPD form as provisional documentation of fulfilment of the qualification requirements and that there are no reasons for rejection and that any selection criteria are fulfilled. The form shall be submitted with the tender. See the attached tender documentation. The tenderer who is chosen to sign a contract must document fulfilment of the qualification requirements in accordance with the stated documentation requirements before the contract is signed.

National rejection reasons.
In accordance with ESPD part III: Rejection reasons, section D: ‘Other rejection reasons that are laid down in national law in the contracting authority's member country’. The Norwegian procurement rules go further than the rejection reasons in the EU's directive on public procurements and in the standard form for ESPD. Emphasis is put on the fact therefore that all the rejection reasons in the procurement regulations § 24-2, including the purely national rejection reasons, apply for this competition.

The following rejection reasons in the procurement regulations § 24-2 are purely national rejection reasons:
§ 24-2(2). This provision states that a contracting authority can reject a tenderer when they are aware that the tenderer has been legally convicted or has accepted a simplified writ for the stated punishable conditions. The requirement that a contracting authority shall reject a tenderer who has accepted a simplified writ for the stated punishable conditions is a distinctively Norwegian requirement.

§ 24-2(3) letter i. The rejection reason in the ESPD form only applies for serious errors in professional performance, whilst the Norwegian rejection reason also includes other serious errors that can lead to doubt as to the tenderer's professional integrity.

In this competition tenderers can give a total declaration in the ESPD form that they fulfil all of the qualification requirements in the tender documentation. This is done in the ESPD form, part IV, section a.
Legal requirements
The contracting authority has requirements regarding the tenderers' qualifications. The qualification requirements are a minimum requirement for the tenderer's technical qualifications and financial and economic standing.
The documentation requirements stated below are for each qualification requirement.
If a tenderer will use another supplier's capacity and/or competence to be able to qualify, a commitment statement must be provided, cf. the Public Procurement Regulations § 16-10, 2nd section. The declaration shall be enclosed with the tender.
Tenderer can use the attached template for commitment statements if it is relevant.
Tax certificate
The chosen tenderer shall present a VAT and tax certificate upon request. This only applies if the chosen tenderer is Norwegian.
The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the competition or tender.
Other qualification requirements.
Tenderers' registration, authorisation etc.
Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Documentation requirement:
Norwegian tenderers: Company Registration Certificate,
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Documentation requirements relating to the tenderer's economic and financial capacity.
Sufficient economic and financial standing to fulfil the contract is required.
Documentation requirement: The Contracting Authority will execute an assessment of the economy via the company and accounting information system Bisnode Credit AS (www.soliditet.no).
Tenderers are asked to submit other information they believe is relevant.
