Sola kommune

The competition consists of the remaining engineering design services for and the complete construction of a new town hall, car park and the accompanying outdoor installations. Wing B of the existing town hall shall be completely renovated and it shall be a part of the new town hall. Other parts of the existing town hall, including the technical room on the roof of wing B, shall be demolished. The outdoor installations consist of the town hall square towards the north, part of the new Rådhusvegen and Byparken in the south. A new public car park for 162 vehicles shall be established under the town hall square. The project has a budgetary limit of 392 200 000 NOK, including VAT.

Tenderers shall be a legally established company.

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Tenderers shall have their tax and VAT payments in order.

— Norwegian companies: Tax and VAT certificate, not older than 6 months calculated from the tender deadline (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/

— Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and VAT payments in accordance with the legal provisions of the country where the tenderer is established. The certificate must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

Økonomisk og finansiell stilling:

The tenderer shall have settled financial conditions and the financial capacity to fulfil the contract.

— The contracting authority will obtain a credit appraisal from the credit and analysis company Experian. Tenderers must, as a minimum, have good credit worthiness, or the equivalent.

— Alternatively a tender can, when submitting a tender, enclose a credit rating from a certified credit rating company that shows that the tenderer is credit worthy. The credit rating must not be older than 6 months, and it shall show the current financial situation of the company. Companies registered in other countries than Norway must enclose a credit rating.

— Companies registered in other countries than Norway must enclose a credit rating.

— If the tenderer knows that the requirement regarding the financial capacity to fulfil the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

— Tenderers must document a minimum turnover of 250 000 000 NOK excluding VAT for the previous financial year.

— The annual accounts for the previous financial year documenting sufficient minimum turnover.

Teknisk og faglig kapasitet:

Tenderers shall have experience as turnkey contractors from at least two relevant assignments for buildings of a comparable size (m

— Tenderers shall submit a list of the most important, relevant assignments from the last 5 years, including specific information on:

— The role of the turnkey contractor;

— The assignment (brief description);

— Contract value in NOK, excluding VAT;

— Size/number m

— Point in time (year) of the assignment;

— Contracting authority/contact persons.

Tenderers shall have good competence with the implementation of turnkey contracts.

— Tenderers shall enclose a CV for the key personnel who will be responsible for the implementation of the contract. Key personnel are project manager, engineering design manager, on-site foreman and the HSE manager. The roles cannot be held by the same person. CVs shall include information on education, work experience and an overview of previously executed assignments, with particular details on:

— Contract form,

— The employee's role in the project,

— Size in m

— Value in NOK excluding VAT,

— Contracting authority.

Tenderers shall have a good and well-functioning quality assurance/management system for the services that shall be provided.

— Certificate for the tenderer's quality assurance/management system, issued by independent bodies that confirm that the tenderer fulfils recognised quality assurance standards (ISO 9001:2015 or equivalent).

— The contracting authority will also accept other documentation that demonstrates that the tenderer has a well-functioning system for ensuring quality, customised to the nature and scope of the assignment. As a minimum, the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.
