The assignment is to develop a concept phase through a preliminary project and then building of a new construction for mental healthcare. The building shall be erected on a new site in Eg (a suburb of Kristiansand), directly south of the existing hospital. The Contracting Authority is focused on optimisation of the quality in all phases of the project. The assignment shall therefore not be executed as a traditional turnkey contract, but as a turnkey contract with collaboration in the Preliminary project phase and expanded duty of cooperation in the Execution phase, see more about this in the contract terms in part II of the tender documentation. The tenderer who wins the competition shall first, together with the Contracting Authority and users, develop a preliminary project, and where at the completion of the Preliminary phase, there shall be an unified adjustment of the tendered amount for the Execution phase. The execution phase will be an option for the Contracting Authority. How widely the option will be utilised, will be decided after the execution of the Preliminary project.

The assignment is to further develop a concept phase through a preliminary project (hereafter called ‘The Preliminary Project Phase’) and then construction (hereafter called ‘The Execution Phase’) of a new construction for mental healthcare, which shall be allow Sørlandet Hospital Kristiansand (SSK) to fulfil the national target for development of this section of the health service in Sørlandet. The project shall provide the organisation with premises that ensure good and socio-economically effective treatment. The building shall make it possible to continually develop services offered to the patients and treatment with other sections of the health service. The building shall be erected on a new site in Eg (a suburb of Kristiansand), directly south of the existing hospital. For further information refer to part II of the tender documentation. The Contracting Authority is focused on optimisation of the quality in all phases of the project. The assignment shall therefore not be executed as a traditional turnkey contract, but as a turnkey contract with collaboration in the Preliminary project phase and expanded duty of cooperation in the Execution phase, see more about this in the contract terms in part II of the tender documentation. If the building is executed, it shall be based on an approved preliminary project with associated target price. The project will be divided into two main phases: A. The preliminary project phase (Contract based on NS 8401) B. The execution phase (Contract based on NS 8407).
