MRV and reference level support for the Government of Norway's International Climate and Forest Initiative

Norwegian Ministry of Climate and Environment

The Norwegian Climate and Forest Initiative and its partners have a continuous need for advice and analysis related to measurement, reporting, and verification (MRV) of forest related greenhouse gas emissions and removals, forest carbon stocks and forest area changes. There is also a need for advice and analysis related to the development of forest monitoring systems and reference levels related to strategies for reduced emissions from deforestation and forest degradation in developing countries (REDD+). In addition to this, the initiative is involved in discussions on various other topics related to the climatic and environmental integrity of our work, which requires targeted analysis and advice. The objective of this tender process is to secure access to expert assistance for analysis and advice on the topics mentioned. The contract will cover the initiative's need for such assistance for the duration of the contract.

The work will start immediately upon selection of candidate and terms of agreement.
The contract value shall not exceed 4 000 000 NOK, excl. VAT, throughout the maximum contract period. Projected estimates per year is up to 1 000 000 NOK, excl. VAT. The contract value depends at all times on the budgetary situation of the client and requires the necessary annual appropriations from Parliament.

There is also a need for advice and analyses related to the development of monitoring systems for forests and reference levels in the light of strategies to reduce emissions from deforestation and forest loss in developing countries (REDD+). In addition, the initiative is involved in discussions on various topics connected to climate and environment integrity in our work, which requires target orientated analysis and advice. The aim of this procurement is to ensure access to the necessary competence for analysis and advice in the above-mentioned areas. The contract will cover the initiative's need for such assistance in the contract period.
