Tenders are wanted for C-arms as specified under the different product groups (1-3), for Helse Bergen HF, Helse Førde HF, Helse Stavanger HF, for replacing the existing equipment and new procurements. The distribution between the various groups will depend on each user department's needs. The total contract value is expected to be approx. 12 000 000 NOK (excluding VAT), divided between the different product groups in the period 2018-2019.

Tittel på delkontrakt: Product group 1 — Mobile C-arms, conventional with image amplifier

Kort beskrivelse:
C-arms for general use in theatres and outpatient clinics. The following areas of use shall be covered: Orthopaedics, neurosurgery, vascular surgery, urology, plastic surgery, surgery on small extremities (hands, feet). The C-arms will, to a large degree, be used in several areas.

The C-arms shall be used in theatres and examination/treatment rooms that can be small, together with a lot of other fixed and mobile equipment. It will be a big advantage if the C-arm can be used without a separate monitor trolley. A lot of emphasis will be put on the C-arm's size and weight and if the C-arm is easy to handle in the theatre and when moving it between its storage place and where it is to be used. Some of the user places have soft floor coverings, which can be challenging when moving heavy apparatuses.

An estimated 4-6 conventional C-arms with image amplifiers will be procured in the coming 2 years.

Egnethet til å utøve yrkesvirksomheten:
The tenderer is shall be a legally established company. The tenderer can document this by submitting a copy of their Company Registration Certificate. Foreign companies shall submit proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to comply with the contractual obligations. Documented by a credit rating not older than 6 months, based on the last known fiscal figures. A rating shall be carried out by a credit rating institution.

Minste nivå(er) av standarder:
Sufficient economic and financial capacity means that tenderers must have a credit rating of at least A or better, measured on AAA Soliditet's scale — or equivalent score from another reputable rating company. We reserve the right to obtain a credit rating on our own initiative from a reputable rating company.

Newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied.

In such cases, this can be compensated by providing alternative documentation together with the tender.
Teknisk og faglig kapasitet:
A. Tenderers must have a very good implementation ability/ capacity to be able to follow-up the Contracting Authority in a good way throughout the entire contract period.
B. Tenderers must have a well-functioning quality assurance system for the services/products that shall be delivered.
Minste nivå(er) av standarder:
Tenderers shall enclose a description of their technical personnel or technical units they have at their disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.

If the routines described in the Tenderer's quality assurance /or quality control system are in accordance with ISO standards or equivalent third party verification system, it is sufficient to enclose a valid certificate with information on where this is described. Alternatively, an existing system and routines that substantiate that the requirement is fulfilled can be described.
